About The Position

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB. This specialist is recognized as the expert IT Business Analyst for high priority assignments and projects supporting the Michigan Gaming Control Board (MGCB). The applications supported by this position are highly visible, complex and critical for the MGCB's business mission, including the responsibilities associated with the implementation of the MGCB's new Employee and Enterprise Licensing System. This is a very complex and critical multi-year effort. The projects supported typically require complex schedules, and integration with other systems, and may utilize vendor participation. The specialist is required to collaborate with clients and DTMB professionals to develop system requirements, perform analysis activities, make recommendations for process and business flows, and develop consensus on both business and systems requirements. They serve as the primary contact to champion the needs of the business client and ensure adherence to DTMB standards throughout the software development life cycle. The position directs the work of both State and contractor resources by assigning tasks, reviewing and evaluating deliverables, planning and reviewing data organization, process flow organization, development methodology and tools, hardware and telecommunications usage, as well as the development of complex application design documents. This position also takes an active role in estimating costs to complete projects, establishing the action plan, programs impacted, and details of program changes, system test conditions and allocation of developer's hours for the timely and accurate completion of projects, break-fixes and maintenance. The position provides IT liaison consultation to the bureau client on items related to strategic planning and prioritization.

Requirements

  • Possession of a bachelor's degree with at least 21 semester (32 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
  • Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
  • An associate's degree with 16 semester (24 term) credits in relevant fields and at least two years of experience as an application programmer, computer operator, or information technology technician.
  • At least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Responsibilities
