About The Position

ABOUT THE POSITION: The City of Monterey's Information Services Division (ISD) is seeking an innovative and driven IT Applications Engineer II to join our team. This full-time, three-year position offers a unique opportunity to play a key role in implementing the City's new Enterprise Resource Planning (ERP) system and advancing automation, digital workflows, and process improvement across City operations. Requirements

  • Completion of a Bachelor's degree in business or computer science, or related field.
  • Four (4) years of progressively responsible professional experience with data, hardware, and software including design, installation, support, and maintenance.
  • Must possess a valid California Driver's License upon time of appointment and be insurable with the City's standard insurance rate, unless otherwise approved by appointing authority.
  • Pass a Department of Justice criminal record check for employment.

Responsibilities

  • Supports one or more highly complex business processes, requiring design or integration of technical solutions that may cross multiple functions of the business
  • Serves as a technical lead on one or more highly complex business solution
  • Implement internally or monitor the implementation of the chosen alternative by outside vendors
  • Works independently to research and correct programming problems
  • Lead projects to assess client needs, and develop the system applications and solutions to fit those needs
  • Develop user-training programs
  • Develops, programs, tests, revises, documents, maintains and implements new computer applications, systems, and cloud solutions
  • Conducts data gathering and analysis to understand business strategy requirements; evaluates system utilization, including user's current and future needs, staff, budget, hardware and software.
  • Assists in the development of hardware, software and environment specifications for new applications
  • Investigates problems and develops recommendations for resolution
  • Assesses user needs utilizing a structured requirements process (gathering, analyzing, documenting, and managing changes) to assist in identifying business priorities and advises on options
  • Develops, writes, and communicates business requirements and functional specifications for the implementation of business solutions
  • Analyzes user operations to understand their strengths and weaknesses to determine opportunities for improvements
  • Assists in the business process redesign and documentation as needed for new technology
  • Provides assistance in business case development (i.e., research, data collection)
  • Develops user test cases and system integration testing and validates test results during testing; monitors testing process to ensure that business results are adequately tested with minimal risk
  • Keeps users informed of problems, issues, and resolutions; manages client expectations; ensures technology solutions meet user needs
  • Provides support (i.e., creating reports, research, documentation) for the analysis of client satisfaction data
  • Monitor helpdesk requests; maintain record of daily data communications transactions, problems, and remedial action taken, installation activity, and trouble ticket reporting and escalation, hardware and software inventory; Coordinate with outside contractors in the creation of system solutions
  • Plans, develops and conducts system education programs
  • Examines manual and automated procedures and makes recommendations for improvements
  • Plans and prepares technical reports, memos and instructional materials
  • Operates the computer systems and peripherals to diagnose mechanical, electronic and system hardware and software problems
  • Plans and implements software security procedures
  • Responsibilities may require evening and weekend work in response to the needs of the systems being supported
  • Supports the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff
  • Maintains confidentiality of work-related issues and City information
  • Performs other job-related duties within the scope of this job classification as assigned
  • Assist the Assistant Director of Information Resources to ensure continuity between long-term goals and strategies of the departments in connection with Information Resources matters.

  • Deferred Compensation: City will match employee paid contributions to a maximum of $150.00 per month.
  • Dental: Fully paid employee premium by the City.

  • Life Insurance: $20,000 policy paid by the City, with an option to purchase additional coverage up to $350,000.
  • Short Term / Long Term Disability Plan: The City provides a Short Term/Long Term Disability Plan.
  • Flexible Spending Account: The Section 125 Plan provides for an employee to set pre-tax dollars aside, through a payroll deduction, for reimbursement of health care and dependent care expenses.
  • Group Legal: Subject to provider limitations, the City will continue to provide a Group Legal Services Plan for employees represented by GEM through an employee-paid premium. Participation in the program shall be voluntary and consistent with the provider's requirements that the potential pool of participants must include a minimum of 200 employees
  • City Recreation Program Fees: Resident Rates for City Recreation classes and programs for employees and immediate family household members.
  • Voluntary Unpaid Leave: With advance approval, an employee may take up to forty (40) hours of unpaid leave per calendar year.
  • Fitness Pass: Fitness Pass Program available to use the City of Monterey Sports Center.
  • Fitness Activity Plan: Employees are eligible to participate in a Fitness Activity Plan where they work out off-duty in exchange for leave time accrued in a Fitness Leave bank. Each year, a maximum of 40 hours can be accrued (10 hours per quarter) with a maximum of 80 hours allowed in the bank. The Fitness Leave bank does not have cash value, and time accrued has no expiration date.
  • Employee Assistance Program: Fully paid confidential counseling and referral service for employee and eligible dependents.
  • Holidays: 14 paid days annually plus 1 floating holiday.
  • Sick Leave: 12 days per year.
  • Vacation: 1-5 years/10 days; 6-10 years/15 days; 11-15 years/ 17 days; 15+ years/20 days; 20+ years/23 days.
