About The Position

Join the Nebraska Department of Health and Human Services as an IT Applications Developer/Senior – MMIS and play a key role in maintaining and enhancing the technology behind Nebraska’s Medicaid claims processing system. You’ll design, develop, and support complex COBOL and IBM DB2 applications that directly impact healthcare delivery for thousands of Nebraskans. This role is ideal for a seasoned mainframe developer with deep experience in COBOL, DB2, and CICS who thrives on solving challenging problems, ensuring system reliability, and collaborating within a large, mission-driven technical team. This is an on-site role in Lincoln, Nebraska. The Nebraska Department of Health and Human Services does not sponsor STEM or non-immigrant work visas for this position.

Requirements

  • A bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year for year basis.

Nice To Haves

  • 5+ years full lifecycle development with COBOL in IBM zOS mainframe (DB2 databases).
  • Software development experience must be current (within the last year) and must be in support of a large-scale, complex application system.
  • 5+ years developing relational databases, including logical design, understanding of physical design components, and complex SQL accessing a large, complex application database.
  • 5+ years CICS development experience.
  • Experience working as part of a large (30+) software development team using structured procedures and guidelines.
  • Familiarity with tools: Abend-Aid, File-Aid, QMF/SPUFI, Xpediter, IDCAMS, DB2 Load/Unload, Syncsort
  • Experience in Medicaid/claims processing systems

Responsibilities

  • Design, develop, and provide production support of Nebraska Medicaid's claim processing system, in alignment with the business needs of the Nebraska Medicaid program. This includes analysis and design, programming, debugging and testing of COBOL and IBM DB2 batch computer applications.
  • Provide support and problem solving for production and test issues for large, complex applications in constrained timeframes.
  • Provide, on a scheduled basis, on-call support for overnight and weekend batch claims processing cycles.
  • Create and maintain supporting technical documentation.
