We are seeking a full-time, remote IT Application Development Manager. This position will plan, coordinate, and lead all activities related to application development with a specialization in EDI and partner integration engineering. This role owns the strategy, architecture, design, development, testing, deployment, and operations of EDI/B2B transactions, API-led integrations, and partner onboarding. The manager leads a blended team of employees and contractors, drives engineering standards, and ensures secure, compliant, and reliable data exchange across the enterprise.

Requirements

  • B.S. Computer Science, Information Systems or related field is REQUIRED; an advanced degree is a plus
  • At least eight years of experience in applications design, development, and management, with a successful track record of managing applications development teams in web-based development, distributed systems, and web services
  • Effective communication, organizational, presentation, and execution skills required (both written and oral); Strong interactive problem-solving, decision-making, and leadership skills; Ability to multi-task to support multiple initiatives
  • EDI Standards & Transactions: X12 (834, 837P/I, 835, 270/271, 276/277, 278, 997/999), XML, JSON; companion guides and acknowledgments.
  • Platforms & Tools: Edifecs (or equivalent), mapping/spec builder tools, scripting (Bash/PowerShell), and regex.
  • Programming & Data: Java and Python; relational SQL (SQL Server/DB2/Oracle); API design (REST), event programming, microservices.
  • DevOps & Cloud: Git, Azure DevOps/GitHub, CI/CD, containers (Docker/Kubernetes), cloud services (Azure preferred).
  • Excellent verbal/written communication, stakeholder management, and presentation skills.
  • Strong analytical, troubleshooting, decision-making, and leadership capabilities in fast-paced environments.
  • Ability to manage multiple priorities, adapt to change, and drive continuous improvement.

Nice To Haves

  • Healthcare industry experience, specifically around medical provider applications/data is highly desirable

Responsibilities

  • Manage maintenance and support of existing systems and implementation of new systems as prioritized by IT leadership and PMO; track schedules, risks, resource plans, and status within Agile/Scrum.
  • Define, implement, and measure best practices for design, development, code review, build/deploy, unit testing, automated testing, and release management; establish KPIs and SLAs to drive stability and usability.
  • Own development and test environments; coordinate database and infrastructure needs to ensure scalability and performance; maintain environment landscape and release calendar.
  • Lead the assessment and implementation of third-party controls; manage its inventories and implement a common library within the organization.
  • Manage development, maintenance, and modernization of EDI systems.
  • Lead onboarding of trading partners; partner integrations, APIs, and supporting applications.
  • Oversee EDI mapping, X12 transaction processing, XML/JSON transformations, and partner onboarding workflows.
  • Architect, design, and oversee EDI/B2B integrations including mapping, translation, validation, and acknowledgments across X12, XML, JSON, and proprietary formats.
  • Define connectivity (AS2, SFTP, MFT), security, and operational runbooks; ensure timely setup of agreements and certificates.
  • Establish standards and reusable assets for core X12 transactions (e.g., 834, 837P/I, 835, 270/271, 276/277, 278, 999/997) and companion guide adherence.
  • Direct the effective use of EDI platforms (e.g., Edifecs or equivalent), mapping tools, and scripting to automate transformations and error handling.
  • Integrate EDI with internal applications via APIs, Service Bus, X12, Custom interfaces; partner with solution/domain architects on integration patterns and data contracts.
  • Ensure compliance with enterprise security policies; safeguard credentials and certificates; enforce least privileged access and auditing.
  • Implement data protection for PHI/PII and adhere to applicable regulations and contractual obligations, lead vendor risk assessments for integration platforms.
  • Work closely with IT Management to ensure that Application Strategies and design align with business objectives and conform to best practices.
  • Initiate and Identify opportunities for product usage, best practices, and creating an enterprise platform
  • Supervise, mentor, and develop application and EDI engineers; provide continuous feedback, performance reviews, and growth plans.
  • Coordinate cross-functional delivery with Product, Architecture, Security, QA, and Operations; communicate frequently and transparently with stakeholders.
  • Manage budgets/forecasts; prioritize maintenance and enhancements; sponsor continuous improvement initiatives and DevOps/Agile maturity.
  • Ensure frequent, timely, and accurate communication between team members and business users.
  • Collect, analyze, and report SLA and KPI data (and take corrective actions as warranted) to drive application stability and usability
  • Participate in on-call responsibilities 24x7x365 as needed, managing team rotation schedules
  • Lead the evaluation and selection of all related infrastructure components, such as software, hardware, database management systems, and networking capabilities, related to the enterprise's systems architecture.
  • Lead technology efforts and maintain a high degree of technical knowledge on new and emerging technologies; maintain a sandbox for the development team where members can learn new tools and evaluate if this can fit into the current development environment.
  • Be the technology expert and internal advocate of development technologies
  • Mentor, train, and supervise team members directly and indirectly, review their work and provide effective constructive feedback to achieve their best performance and goal attainment
  • Set the tone for a strong Enterprise culture and high employee engagement.
  • Ensure all team members understand, are trained in, and comply with Paradigm’s security requirements and policies.
  • Ensure all team members have the minimum level of IT system access required to effectively complete their Paradigm responsibilities.
