About The Position

The Independent Spent Fuel Storage Installation (ISFSI) Manager is responsible for ensuring the safe, secure, and compliant operation of the ISFSI facility in accordance with Nuclear Regulatory Commission (NRC) license requirements and all applicable federal, state, and local regulations. This position provides leadership and oversight for ISFSI operations, including regulatory compliance, security administration, system management, emergency planning, and personnel training, while fostering a culture of safety excellence. Serving as a key liaison with regulatory agencies, contractors, and stakeholders, the ISFSI Manager plays a critical role in advancing Dairyland Power Cooperative’s mission of delivering sustainable energy solutions while adhering to the highest standards of operational efficiency, safety, and environmental stewardship.

Requirements

  • Bachelor of Science Degree in engineering or business plus eight (8) year’s experience in an electrical utility environment, which will include two (2) years nuclear power plant experience.
  • Minimum of two (2) years of previous leadership experience required.
  • Equivalent combination of education and experience may be considered.
  • Strong use of servant-based Leadership Traits with the capability of leading both contractors and employees.
  • Ability to conduct performance appraisals providing honest feedback on performance and ability to develop direct reports.
  • Basic knowledge of radiological health, radiation management of accidents, principles of nuclear power, labor relations, and administration skills.
  • Excellent written and verbal communication skills, as this position frequently interacts with NRC, State of Wisconsin, contractors, DOT and other nuclear facilities.
  • Ability to work independently and as a team, as well as in high pressure situations.
  • Valid Driver’s License.
  • Ability to wear and interpret dosimetry.
  • In accordance with Fitness for Duty program, position will require a security background check for unescorted access authorization.
  • Safeguards clearance required.
  • Must have availability to be called out for potential emergency situations at the ISFSI.

Responsibilities

  • Regulatory Compliance Oversee and enforce all aspects of ISFSI operations in strict accordance with the approved Nuclear Regulatory Commission (NRC) license documents. Ensure full compliance with all applicable NRC standards, as well as federal, state, and local regulations and procedures.
  • Reporting and Documentation Approve clear, accurate, and high-quality reports developed through detailed analysis and investigation, as required by the NRC and other regulatory bodies.
  • Security Oversight Provide oversight for the administration of ISFSI Security Plans, ensuring they are consistently updated and maintained in compliance with all regulatory requirements.
  • Stakeholder Communication Maintain effective communication with security contractors, the NRC, state agencies, local law enforcement, and internal Dairyland Power Cooperative (DPC) personnel on security-related matters.
  • Systems and Equipment Management Oversee the coordination, procurement, and installation of ISFSI systems and equipment, ensuring all new systems meet regulatory and operational requirements.
  • Contractor and Personnel Coordination Manage and coordinate specialized technical duties and functions with contractors or other qualified personnel, ensuring alignment with project requirements and regulatory standards.
  • Licensing Responsibilities Oversee the execution of all required licensing activities to maintain compliance with applicable regulations.
  • Technical Responses Approve technical responses to NRC inquiries related to the installation, modification, or removal of systems and components, as well as ISFSI operations.
  • Procedure and Training Management Ensure all ISFSI personnel are adequately trained to fulfill their responsibilities, including Safety, Emergency Response, and hazardous substance protocols specific to La Crosse Boiling Water Reactor (LACBWR). Develop, document, and maintain procedures that align with federal regulations, technical specifications, codes, and other applicable standards. Verify personnel are fully aware of and trained in these procedures.
  • Emergency Planning Oversee the timely updates, coordination, implementation, and training associated with the LACBWR and ISFSI Emergency Plan and Procedures.
  • Procurement and Budget Management Review and approve purchase requisitions and invoices while developing and managing the ISFSI budget. Implement cost control measures to achieve financial objectives and support operational and project needs.
  • Informational Systems Management Maintain critical informational systems, such as technical manuals and drawings. Develop plans for ISFSI enhancements and operational improvements and assist with the design and implementation of modifications as needed.
  • Safety Program Oversight Administer a comprehensive safety program, ensuring performance levels meet or exceed industry standards and promoting a culture of safety excellence.
  • Leadership Team Participation Contribute as a member of the leadership team by aligning systems, policies, and procedures with the organization’s vision, values, and corporate goals.
  • External Agency Collaboration Foster and maintain strong relationships with external agencies, including the NRC, emergency response teams, state agencies, and federal agencies.
  • Decommissioning Fund Management Assist financial staff in managing Nuclear Decommissioning Trust Funds for LACBWR and the ISFSI. Support annual reimbursement requests from the Department of Energy (DOE) for decommissioning activities.
  • Other Duties Perform additional duties as assigned to support organizational and site objectives.
