About The Position

The IPS (Individual Placement Support) Supervisor leads the team of Employment Specialists who are responsible for the development and advancement of employment opportunities for persons with mental illness and/or substance use disorders, using traditional job development and community outreach methods to produce desired results.

Requirements

Bachelor’s Degree in human services, social work, business management or workforce development, Master’s Degree preferred.
Minimum of one (1) year of supervisory experience OR two (2) years CCS, IPS, or DVR (Division of Vocational Rehabilitation) experience required.
Must have a valid driver’s license and reliable transportation.
Must have proof of insurance AND meet the requirements of the Employee Driving Policy.
A Criminal Background Check must meet the requirements of the State of WI licensure for day programming.
Knowledge of workforce development programs and services.
Understanding of mental health, substance use, and IPS practices.
High level of cultural competency and appreciation for diversity and inclusion.
Ability to model and develop work behavior in others.
Awareness of disability issues and related resources.
Ability to build network relationships with diverse groups of employers and community resources.
Effective oral and written communication.
Ability to problem-solve issues.

Nice To Haves

Supervising professional staff preferred.
Two (2) or more years of networking or community engagement preferred.
Two (2) years of previous IPS experience preferred.

Responsibilities

Supervise up to 10 employment specialists at one time.
Conduct weekly vocational supervision with each staff member to review current caseload, consumer situations and identify new strategies and ideas to help consumers in their work lives.
Accompany employment specialists who are new or having difficulty- as defined by fewer than 40% of the consumers on the IPS employment specialist caseload are employed or if the specialist has fewer than 3 job starts each quarter- with job development, or any other job-related skills in the field, at least monthly to improve skills by observing, modeling, and giving feedback on skills.
Document field mentoring, utilizing the Field Mentoring Checklists for IPS and Job Development, and keep documentation in the Easterseals IPS SharePoint site.
Review current client outcomes with IPS Employment Specialists and sets individualized goals to improve program performance at least quarterly.
Ensure Employment Specialists enter in their case notes within 24 hours of each visit and meet their set productivity rates.
Supervises assigned department personnel. This includes the following responsibilities, but not limited to hiring, evaluating, training, scheduling, ensuring accuracy, timeliness, and the completion of all work performed by direct reports.
Educate and train direct reports on all department and agency policies and procedures.
Ensure each Employment Specialist has required Comprehensive Community Services (CCS) training prior to them billing for any IPS service.
Milwaukee County Only: Ensures each Employment Specialist receives 1 hour of supervision weekly.
Milwaukee County Only: Enters each Employment Specialist into the CCS SharePoint site and uploads their orientation and/or annual training.
Participates in department and agency meetings as well as professional development, training, agency events, including fundraisers, as required.
Promotes the philosophy of community integration and employment for individuals with mental health diagnosis.
Communicates with mental health treatment team leaders to ensure services are integrated, to problem solve programmatic issues and be a champion for the value of work in recovery.
Milwaukee County Only: Works on site at each mental health treatment team partner at least one time a week.
Process and assign new referrals from the designated treatment team to IPS Employment Specialist.
Attend and participate in treatment team meetings as scheduled
Milwaukee County Only: Facilitates a quarterly Quality Assurance (QA) meeting with each mental health treatment team utilizing the Behavioral Health Division agenda.
Washington County Only: Develops agenda and facilitates a quarterly IPS/Washington County steering committee.
Maintains an accurate supervisor spreadsheet that includes tracking of consumers and their status.
Sends in supervisor spreadsheet and QA data by the 10th day of each month to the IPS administrator.
Leads the IPS Fidelity review, as assigned.
Creates Fidelity Action plan after review, updates monthly, shares with mental health treatment teams during QA meeting as a part of collaboration, internal QA, leadership and Easterseals Board of Directors.
Attends all IPS Supervisor required meetings and trainings.
Ensures program quality by monitoring client, employer, and referral agency satisfaction through both Easterseals and United Way satisfaction surveys, ensuring each consumer completes both surveys yearly.
Develops a network of employers willing and able to hire persons with mental health diagnosis while maintaining long-term community relationships to meet the mutual needs of all parties.
Provides training to employers, follow-up consultation and technical assistance, as requested and appropriate.
Develops and maintains positive networking relationships with all collaborative partners.
Maintains a client caseload of up to 10 consumers while supporting IPS team members with referrals, assessments, job coaching, job development, and overall service provision.
Complete a minimum of 8 hours annual training as required by IPS Guidelines.
Develops agenda, leads, and participates in staff and team meetings related to providing IPS services, which includes offering observations and input about programming.
Oversees the timely completion of all reporting forms and case documentation per funding and agency requirements.
Meets established fidelity action plan goals, including productivity rates based on caseload size.
Communicates with and updates Vice President of Programs regularly on the status of cases, program needs, concerns and the overall facilitation of services and maintains own Outlook Calendar keeping it current with all appointments.
Educates internally across Easterseals’ departments as well as externally beyond Easterseals on areas of expertise and mental health-related projects. Use professional expertise to lead professional development with internal team members and external collaborative partners.
Participates in assigned meetings, professional development, and training as required.
