IPS & CCS Ancillary Services Program Manager

About The Position

The Program Manager is responsible for the initiation, over-site, performance, and continual monitoring of programming for clients; as well as ensuring fiscal viability of ongoing programs and monitoring adherence to licensing, accreditation and/or contractual standards. The manager oversees the hiring, development and discipline of program staff, oversees the daily operations of the programs, carries a small caseload, and assists with the process of service planning and delivery. The Program Manager is also responsible for ensuring the Individual Placement and Support (IPS) and other CCS Ancillary Services program components operate with fidelity (IPS, or other adopted models), including ensuring the quality and content of staff-consumer interactions.

Requirements

Bachelor’s Degree in Human Services, Social Work, Business or related field required. Master’s degree preferred.
At least three years of experience working with enrolled and targeted populations.
Previous supervisory/leadership experience.
Outstanding verbal and written communication skills.
Skilled in implementing evidence-based practices.
Certification in utilization and delivery of the IPS (Individual Placement & Support) or other approved service delivery models.
Able to collaborate with family members, the community, other service providers, and workforce development partners.
Ability to work independently & conduct self in an ethical manner.
Strong leadership qualities.
Ability to maintain professional and respectful relationships with program staff, consumers/clients, and all external persons and agencies involved with service provision.
Possesses sensitivity toward cultural, ethnic, and disability issues.
Possesses active listening and positive communication skills;
Demonstrates good computer skills; accurate documentation; ability to meet deadline;
Has knowledge of substance use issues and mental health needs.
Ability to gather data, compile information and prepare quality reports.
Ability to display cultural competence and sensitivity to the populations we service by responding respectfully and effectively to people of all cultures, socioeconomic characteristics, languages, classes, races, ethnic backgrounds, religions, and other diversity factors.
Valid Wisconsin Driver’s License and proof of liability insurance.
The position requires time working outside of the office and some evening hours.

Responsibilities

Supervises the IPS and other CCS Ancillary Services team weekly ensuring funding source requirements, (CCS, DVR, etc.), and IPS and other service delivery model principles and procedures are met.
Ensures timely completion of program–related documentation and timely submission to contractors as requested, including reviewing weekly documentation and billing.
Works with contractual partners/agencies to enroll all ancillary services providers in the initial and ongoing service delivery model training relevant to the designated models.
Uses the fundamentals and values of IPS and other service delivery models to provide basic training to key stakeholders.
Provides field mentoring for general or specialized CCS Ancillary Service Specialists to ensure enhancement of expected job performance.
Ensures adequate staffing ratios to meet licensing and contractual compliance.
Acts as liaison to other department coordinators and ensures the integration of the IPS and other CCS ancillary service specialists with treatment teams.
Hires, trains, and supervises full and part time program staff as applicable.
Ensures scheduling and logistics of ongoing program activities.
Coordinate referral, billing, eligibility requirements, reporting and associated processes with funders.
Works to build inroads with business and education/training entities.
Monitors and continuously improves program services resulting in increased program performance, client satisfaction, and achievement of contracted and agency-established program outcomes.
Serves as a member of agency management, ensuring equitable treatment of staff through consistent application of Agency Human Resource processes.
Maintains accurate Human Resource/Payroll documentation for staff and participant workers.
Provides observation and feedback to staff through work plans, evaluations, and performance benchmarking.
Ensure the maintenance of files and electronic databases that reflects the current status of participants.
Completes client data, performance reports and other documentation as required. Produce and/or approve reports for funding sources as designated.
Monitors and documents petty cash/bus ticket distribution to clients in program.
Manages a small caseload and adheres to all associated requirements.
Know and adhere to all internal and external guidelines, including Agency policy and procedure, child labor law, work-study rules, Council on Accreditation and any other that apply.
Markets and represents St. Charles and IPS and other CCS Ancillary Services programming in a positive and professional manner.
Adheres to St. Charles Youth and Family Services Policy and Procedures.
Other duties as assigned.
