About The Position

The City of Independence is recruiting for a Telecommunications Supervisor. This position will oversee and direct installation, maintenance, and operations of communications and traffic control systems. This position will be open until filled. Performs a variety of technical professional and managerial duties related to directing, coordinating and overseeing the design and planning for the City's electric transmission, distribution and production systems.

Requirements

  • Graduation from an ABET accredited college or university with a Bachelor's Degree in Electrical Engineering, specializing in power system engineering required (BSEE).
  • Fifteen (15) years' experience in electrical power systems engineering; OR Twelve (12) years' experience in electrical power engineering with a Master's Degree in Electrical Power Engineering.
  • Must be registered as a licensed professional engineer (PE) (in state of Missouri within 6 months of employment).
  • Must possess a valid driver's license.
  • Must complete required NIMS level training within first six months of hire.

Responsibilities

  • Carries out supervisory responsibility in accordance with City policies, procedures and applicable laws including training in job skills; planning, assigning and directing work; appraising performance; addressing complaints and resolving problems.
  • Keeps a focus on succession planning as a key to maintaining staff expertise in all key areas.
  • Develops programs and project requirements, and issues guidelines directed toward the achievement of division goals and objectives.
  • Reviews and approves all engineering activities associated with implementation of a procedure, standard, guideline or method used to plan & design the City's electric transmission, distribution, substation and production facilities.
  • Coordinates with System Operations Division in these activities to assure combined goals of the Power & Light organization are met.
  • Manages long-term strategic planning activities necessary to ensure continuity of a reliable, safe and efficient power system.
  • Establishes schedules and budgets for resolving engineering and operation-related problems. Responsible for the Engineering Operating and CIP budget and related performance.
  • Manages System Program Coordination staff to assure that specialty programs and software are in place to support Engineering and T&D as well as providing focused support for IPL of City-wide programs impacting IPL.
  • Collaborates with Manager System Operations and Telecommunications Supervisor to manage and direct Fiber Optic business plan, providing updates to Power & Light Director and City management or Council from time to time.
  • Meets with City and utility management, consulting agencies, business associates, customers, regulating agencies, advisory boards, special interest groups, neighboring utility officials and other members of the community for the purpose of discussing electric service, power supply and broad utility/energy policies and issues.
  • Maintains and upgrades professional knowledge and skills by attending seminars and training programs and reading trade and professional journals and publications.
  • Maintains familiarity of latest NERC Standards in Operations, Planning and Cyber areas to ensure they are implemented in design and operation of the electric system.
  • Attends and participates in staff meetings, completes required forms and paperwork, and prepares work program and reports progress periodically.
