Oversee and provide management of long-range complex and diverse district-wide programs. Interpret and implement policies and procedures for adherence. Develop reports and cost benefit analyses, and identify best practices. Establish, implement and monitor policies and procedures for district programs and inventory related systems ensuring compliance and financial reporting requirements are met. Responsible for accurate statement of district's inventories and contractual commitments on VDOT financial statements. Establish program goals, objectives and performance measures ensuring customer needs are met as well as timely resolution and correction to all internal and external audit findings. How you will contribute: District Records Management : Oversee management of district records retention warehouse storage area. Work with Inventory Analyst to ensure the district is in compliance with statewide records management regulations, policies and procedures. Review requests for record disposal ensuring compliance with State of Virginia Library destruction schedule and submit to ASD for approval. Assist customers in proper methods of disposal. Work with Analyst to determine training needs within the district. Assist in conducting training sessions. Inventory Program Administration: Manage District's inventory programs by establishing appropriate practices and procedures to ensure program goals are met, system integrity, efficiency, and accountability for VDOT's inventory. Inventory Program Compliance: Manage the compliance oversight of district inventory programs to include IMS, Mancon, Major Equipment, Minor Equipment, Leased Equipment, Salvage and Surplus Property, Rental and Non-Rental Equipment, Capital Outlay, Computer Equipment and Fuel. Review major equipment and fixed asset procurements to include approving SPCC transactions. Respond to and resolve internal and external audit findings. Ensure financial data of programs are maintained and submitted timely for financial statement purposes. Conduct compliance reviews and random sample counts requiring and monitoring corrective action plans. Review and provide signature authority for compliance documentation.
