Requirements

  • Must be a U.S Citizen or National.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Registered for Selective Service (males born after 12-31-1959).
  • Suitable for Federal employment.
  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • GS-09 Specialized experience is defined as: analyzing logistics, supply chain, or asset data using quantitative/qualitative methods OR participating in supply chain functions (planning, procurement, inventory, distribution, disposal) OR assisting with interpreting/ applying logistics, supply chain, or asset management Department of Defense regulatory guidance.
  • GS-11 Specialized experience is defined as: conducting complex analysis of asset management and operational processes using quantitative/qualitative methods to improve decision-making and ensure regulatory compliance OR interpreting, developing, or implementing asset management policies, procedures, and internal controls to ensure adherence to regulatory requirements OR advising on DoD asset management regulations, policies, and directives, potentially encompassing inventory, and supply chain aspects, ensuring alignment with agency and federal requirements.
  • Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
  • To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service.
  • To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service.
  • The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.
  • You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Responsibilities

  • Serves as the Accountable Property Officer (APO) for a DFAS Site and other supported activities at the full performance level GS-11.
  • Develops local governing policies, regulation instructions, and procedures for property accountability and depreciation of capital assets.
  • Serves as local expert with the Enterprise Logistics Management System (ELMS). Researches and resolves discrepancies in the system specific to the Site.
  • Conducts reviews of accountable property and provides pertinent data to management.
  • Approves new hand receipt accounts or change of hand receipt holders and provides information for input into the Enterprise Logistics Management System (ELMS).
  • Obtains delegation authority for new hand-receipt holders and briefs them on policies and procedures. Monitors inventory control of hand receipts via ELMS.
