About The Position

International Subcontract Program Manager (SPM) supporting International Co-Producer Team Scope What You Will Be Doing Manages subordinate teams overseeing subcontractors or critical subcontracted systems for all contract types and programs, ensuring compliance with contractual requirements and company policies. Directs and manages all costs, quality, schedule, financial, and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system. Develops sourcing and subcontract program management strategic plans that address overall program capture needs, execution, and risk management. Acts as the main focal point to the subcontractor and program management office. Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, transition to program startup, subcontract management plans, negotiation strategy, cost accountability, program execution, and contract closeout. Makes informed decisions affecting the performance of the subcontractor. Establishes milestone objectives to manage performance to committed schedules and contractual specifications. Leads a cross-functional team, normally composed of engineers, quality, and procurement personnel, to ensure successful subcontract execution and program delivery. Requirements

  • Subcontract management experience.
  • Experience with the procurement of specialized materials, complex assemblies and equipment within the defense industry.
  • Ability to develop a team
  • Must be a US Citizen.
  • This position is located at a facility that requires special access.
  • Required onsite Wednesday & Thursday (may need to come onsite more days as needed)

Nice To Haves

  • Knowledge of acquisition policies and procedures such as TINA, FAR/DFAR
  • Working knowledge of Lockheed Martin acquisition procedures.
  • Ability to manage a large bill of material and ensure parts are available in support of the Internal Operating Plan.
  • Experience with managing Fixed Price subcontracts.
  • Experience in developing and managing large subcontractors.
  • Strong negotiation and documentation skills.
  • Experience in training, mentoring, and motivating team mates
  • Proficient in summarizing complex data and presenting to executive level and customer
  • Experience with ITAR and Licensing
  • Excellent written and verbal communication skills.
  • International subcontract management experience.
