About The Position

World University Service of Canada (WUSC) is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of students, volunteers, schools, governments, and businesses who share this vision. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently operates in 28 countries across Africa, Asia, the Middle East, and Latin America and the Caribbean, as well as in Canada, with an annual budget of approximately CAD $65 million. Our global team includes over 350 staff, implementing a diverse portfolio of development projects in collaboration with numerous multilateral and bilateral donors, and philanthropic foundations. To efficiently deliver on its growing project portfolio, organizational strategy, and business development initiatives, WUSC seeks to establish a Pre-Qualified List (Roster) of experienced consultants. This roster will serve as a readily available pool of technical specialists who can be rapidly mobilized to support WUSC's operations globally on an as-needed basis. The primary objective of this ToR is to solicit applications from highly qualified consultants to be included in WUSC's Pre-Qualified Roster. Consultants selected for the Roster will enter into a framework agreement for the provision of specialized technical expertise and short-term support services across various thematic and operational areas. Consultants will be engaged to provide specialized advisory services, technical assistance, training, and operational support to WUSC projects, proposals, and organizational learning. The required technical expertise includes, but is not limited to, the following thematic areas: Economic Opportunities Entrepreneurial Ecosystem Development (SME development, business incubation/acceleration, access to finance), labour market analysis, workplace improvement, access to finance, impact investment, Gender-lens investment, sustainable agriculture and agroforestry development, value chain development and Market Systems Analysis. Education TVET (Technical and Vocational Education and Training) policy and systems, education systems strengthening(primary, secondary, and tertiary), gender equality (gender analysis, GBA+), education cash transfers, Teacher Training, Coaching and Mentorship, education data management, policy development, education research and evidence generation, education in crisis-affected contexts, EdTech/AI in education, climate education. Environment and Climate Climate Adaptation (Adaptation planning and finance, nature-based solutions), climate finance, climate mitigation and clean energy systems, green jobs. Forced Displacement Durable Solutions, livelihoods in crisis settings, Education in Emergencies. Monitoring and Evaluation (M&E) Results-Based Management (RBM), learning, and knowledge management. Evaluation studies, including project baseline, midline and endline studies.

Requirements

  • Experience: A minimum of eight (8) years of progressive professional experience directly related to one or more of the specified areas of expertise, preferably within international development contexts.
  • Geographic Focus: Demonstrated experience working in regions where WUSC operates (Africa, Asia, MENA, Latin America, Caribbean).
  • Language: Fluency in English and/or French (written and spoken) is required. Other languages specific to local contexts.
  • Travel: Consultants must be legally able to work as independent contractors and must be available to travel internationally to countries in which WUSC operates, often on short notice.
  • Professionalism: Demonstrated commitment to WUSC's values, including safeguarding, gender equality and social inclusion.
