Mission: Quantum Research Intl. is seeking an International Analyst in support of APEO International. Junior /Mid-level analyst will have opportunity to move into a senior level as they advance in skills, knowledge ability and credentials. Duties include: Review complex Army / Export Control System cases and provide recommendations to senior government leads for an adjudicated position. Review Pre-Letter of Request (Pre-LOR) letters and for Foreign Military Sales (FMS) Cases that will need higher release authorities. Review LORs that will require System Integration of Air and Missile Defense Systems, and review and assess Technical, Programmatic, and Logistics requested support for Pre-LOR, LOR to LOA Development, and FMS execution and coordination activities IAW defined regulations. Assist PMOs to ensure execution and support implements the total package approach philosophy for all FMS Cases for which the United States has agreed to provide goods and services for Military purposes. Understand the non-Standard offer of systems and capabilities by the Program Management Offices (PMO) and Original Equipment Manufacturers (OEMs) and properly staff technical packages for their review. Coordination with PMOs, Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA-DE&C), ASA (AL&T), U.S. Army Security Assistance Command (USASAC), Security Assistance Management Division (SAMD), Defense Security Cooperation Agency (DSCA) and other Services as required/needed. Responsibilities: Ideal candidate will work staffing export requests for Original Equipment Manufacturers (OEM) to all the Program Management Offices (IF/RCO, IFMC, STARE, SHIELD, STORM, STRIKE, and TAGM) marketing and export opportunities for systems and like systems within PEO Missiles and Space. Understand PMO management and processes for Pre-LOR/FMS efforts that include Programs of Record and non-standard systems. Additionally, have the developmental opportunity to become the subject matter expert within PEO MS for Army / Export Control Systems, and how to input PMO positions into a classified system to be send forward. Understand the LOR process as defined in the SAMM, Chapter 9, General Financial Policies and appropriate sections of AR 12-1. Provide APEO- International detailed analysis that allow for data driven decisions on all export request and adjudications. Coordinate and analyze FMS activities/efforts for PEO Missiles and Space. When required, work and coordinate with Army Special Programs Office ASA (AL&T) SSP, Department of Defense (DoD) Tri-Service Committee (Army, Navy, Air Force) Technology Release Authorities, Program Management Offices, Security Assistance Management Directorate, U.S. Army Security Assistance Command, Deputy Assistant Secretary of the Army for Defense Export Controls, Department of the Army Office of General Council, Office of the Under Secretary of Defense(AT&L). Maintain effective working relationships between all US Government and US industry organizations to ensure the successful execution of FMS products, and export of PORs / Non PORs. Assist with all action item resolutions & taskings, prepare briefings for PEO M&S leadership and to higher headquarters, conduct technical/programmatic review of all documentation, review US government technical assistance costing, and LOA data inputs from industry (when needed). Assist in drafting Exceptions to Policy letters and assist in staffing (working) actions from higher authorities for Missile Technologies Control Regime (MTCR), Yockey Waivers, Delegation of Disclosure Authority Letters (DDL), Exception for National Disclosure Policies (ENDP), Third Party Transfers (TPT), and ITAR Exemptions. Input analysis for plans and recommends control methods to be used, which will ensure management practices are implemented and metrics are developed to quantify LOR/LOA development targets. Determines any other relative information needed, its source, and the methods of obtaining program objectives are accomplished in a timely and effective manner Preform other duties as assigned as they relate to this effort and contract.
