About The Position

Patricio Enterprises, Inc is looking to fill a Intermediate Systems Certification Engineer (Senior Engineer) contingent position to provide the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) support for Combat System Systems Engineering trades and analyses for future Naval Surface Combat and Warfare System Operations to NSWCDD. Primary duties will include (but not limited to) : Use the Program Executive Office Integrated Warfare Systems (PEO IWS) combat system certification process to support certification activities and work across the entire program to identify, gather and assess information and data relative to the ability of the combat system to meet its intended need. Provide recommendations and assist in translating certification risks into operational risks, impacts, and guidance. Ensure the Combat System Certification Plan is aligned with and supports all of the program’s engineering processes as documented in the System Engineering Plan, Configuration Management Plan, etc. Provide recommendations to improve the certification process, criteria, and tools to support an enterprise certification approach. Brief certification assessment reports to program and project stakeholders at applicable program milestones to include Software Incremental Reviews (SWIRs), In-Process Reviews (IPRs), MRAs and CSCPs.

Requirements

  • Demonstrated knowledge of current certification policies (NWSCP 9410.2B, PEOIWSINST 4730.1B and PEOIWSINST 4732.1A), Navy system engineering policy (Technical Review Manual) and other industry best practices (i.e. IEEE 1012 and IEEE 12207).
  • Significant knowledge and experience with engineering and certification policies to define appropriate level of tailoring in support of emergent efforts, critical experiments and in support of new development technologies.
  • Ability to research, analyze, and evaluate information.
  • Ability to express ideas effectively orally and in writing.
  • Ability to work with large amounts of data.
  • Proficiency with Microsoft Office.
  • Bachelor’s degree from an accredited college or university in an engineering, scientific, or technical discipline, or four (4) years of a demonstrated and established knowledge base and subject matter expertise.
  • Seven (7) years experience in Combat System Certification, with emphasis in one or more of the following: Ships Self Defense System, Littoral Combat Ship (LCS) class, AEGIS Integrated Combat Systems, DDG-1000 Zumwalt class destroyer, Aegis Ballistic Missile Defense, and combat system element certifications.
  • Experience in generating certification plans aligned with program milestones, identifying, collecting, and assessing OQE in support of generating certification assessments, planning, and coordinating MRAs/CSCPs including wall-walks, dry-runs and presentation to panel membership, drafting authorization and certification letters for the CS Certification Official and/or Certification Authority for distribution to the Fleet.
  • Experience with utilizing MBSE from certification planning to decision milestones (SWIRs, IPRs, MRAs, CSCPs) to include dissemination of OQE using web-based technology and ensuring complete records management including Action Items, Statements of Findings (if applicable) and preservation of meeting material and Objective Quality Evidence.
