About The Position

Overview Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions. May collect and analyze data and develop decision support software, service, or products. May develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation. Background The Federal Protective Service (FPS) operates a 24x7x365 national operations center , known as the Federal Protective Service Operations Center (FPSOC) or “The Watch,” which serves as the central hub for situational awareness, information coordination, and operational reporting across FPS. FPS relies on contractor support to assist with watch desk operations, incident monitoring, information synthesis, and briefing production , ensuring timely, accurate information sharing in support of operational and leadership decision-making. Contractor personnel also support virtual Emergency Operations Center (vEOC) activities, Incident Management Team (IMT) deployments , and the maintenance of a Common Operating Picture (COP) to enable coordinated response across FPS and partner organizations. Responsibilities Participates in the FPS Open-Source Threat Intelligence Program Monitors open sources to identify potential threats to federal facilities. Supports regional special event open-source information needs. Coordinates conveyance of threat information to PIID leadership, FPS SWO and appropriate regional leadership in accordance with FPS investigative policies. Complies with DHS and FPS policies regarding privacy and civil liberties. Monitors open sources to identify information meeting FPS PIRs and CCIRs. Coordinates reporting of PIR and CCIR data to Executive Leadership Team (ELT) in accordance with FPS reporting procedures. Prepares the Daily Intelligence Review Bulletin Daily, access law enforcement, and intelligence systems to review intelligence information and identify relevant topics for the ELT 0830 briefing. Drafts the Daily Intelligence Review Bulletin for PIID Director Review NLT 0730. Briefs out the DIRB to the ELT at the daily 0830-hour briefing. Finalizes and releases the DIRB daily NLT 1000 hour. Supports field requests for information and law enforcement system checks Maintains access to the following systems: LEIMS, TECS, WebRMS, EIS, TAVISS, HSIN, DCII, Accurint, HSDN, and JWICS. Gathers requested information, package appropriately, and convey the information to the requestor and appropriate IAIB and IB Desk Officers. Documents RFI/LE system checks for the purposes of metrics/performance management. Contribute to FPS Critical Incident Management Gathers information on critical incidents (as identified by the FPS SWO and FPS ELT), in coordination with the SWO, taking the lead on intelligence data gathering. Correlates and coordinates information with reporting from other DHS watch centers, intelligence/LE systems and databases for incorporation into FPS reporting. Assists the SWO and other FPS personnel in preparing and disseminating critical incident reports to the ELT and other FPS senior leaders. Ensures compliance with security classification and sensitive information handling requirements. Conduct research and data management in support of PIID analytic production and other agency needs Uses FPS systems to gather, analyze, and report data regarding FPS operational activities. Collaborates with PIID IAIB and IB Desk Officers in identifying trends in threats, criminal activities, and FPS operational impacts. Generates data, briefings, reports and products for FPS HQs as required. Assists in developing and drafting PIID intelligence and information reports, in accordance with the FPS RISP directive. All duties performed under this position are typically done so independently. Qualifications An Intermediate labor category has 5 years of experience. Security Clearance: Candidates must possess an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance . Employment and entry on duty are contingent upon government approval, and candidates will not be permitted to begin work until all required security and suitability requirements are met. Education Educational Requirements : a BA/BS or MA/MS degree. Work Hours Coverage is required 8 hours per day, Monday through Friday, excluding federal holidays. Core hours are 8:00 a.m. to 4:00 p.m. The Contracting Officer’s Representative (COR) may adjust start and end times based on mission requirements. Work Location FPS Headquarters: 6315 Bren Mar Drive, Alexandria, VA 22312 Additional Duty Locations May Include: Temporary and COOP emergency relocation sites, including the Contractor’s own facility, during designated COOP events Designated IMT deployment sites across all U.S. states and territories Authorized training locations, as approved by the Contracting Officer Telework Telework may be authorized on a situational basis by the COR, with concurrence from the FPS Manager, when deemed to be in the best interest of the government. Personnel approved for telework must maintain an approved telework plan in accordance with DHS/FPS policy.
