Background The Federal Protective Service (FPS) operates a 24x7x365 national operations center, known as the Federal Protective Service Operations Center (FPSOC) or “The Watch,” which serves as the central hub for situational awareness, information coordination, and operational reporting across FPS. FPS relies on contractor support to assist with watch desk operations, incident monitoring, information synthesis, and briefing production, ensuring timely, accurate information sharing in support of operational and leadership decision-making. Contractor personnel also support virtual Emergency Operations Center (vEOC) activities, Incident Management Team (IMT) deployments, and the maintenance of a Common Operating Picture (COP) to enable coordinated response across FPS and partner organizations. Responsibilities Conducts activities related to the knowledge management processes, to include, but not limited to: content analysis, document management, data capture, portals, shared storage locations, workflow, collaboration, data warehousing, decision support, and information dissemination; planning to encompass the strategy, architecture and methodology for an enterprise modernization effort; selection, implementation, and measure of packaged solutions for enterprise modernization; and complete integration of applications with target data and defined processes. Supports development and implementation of the policies, processes, and platforms enhancing effective information sharing and information access across Incident Command/Commander (IC) and U.S. Government entities for hostage recovery, detainee affairs, and other portfolios, as needed. Identify mission-critical information sharing and information access requirements for stakeholders and propose technical solutions to address. Design, construct, and populate internal repositories for relevant analytic, policy, program, background, and legislative information associated with P&S portfolios. Provide knowledge management and content support to existing information portals. Maintain database. Conduct database mining in response to RFI’s and perform limited analysis of data pulled from various FPS Databases. Prepare executive-level reports and products, to include Senior Leader Briefs, In Response to Your Question (IRTYQ) memos, talking points, and other such documents, as directed by the Senior Watch Officer (SWO). All duties performed under this position are typically performed independently.
