About The Position

The Intelligence Operations Specialist serves as a Counterintelligence Special Agent (CISA) within the Defense Counterintelligence and Security Agency (DCSA). This role is critical for providing counterintelligence functional services and oversight to the cleared Defense Industrial Base (DIB). The specialist will leverage their expertise in counterintelligence collection, reporting, and foreign intelligence entity (FIE) tradecraft to manage risks and develop strategies to protect sensitive information and technology.

Requirements

  • Must be a U.S. citizen.
  • Knowledge and experience in counterintelligence (CI) collection, investigations, and operations.
  • Experience with the National Industrial Security Program and DoD Personnel Security Program processes.
  • Ability to influence and negotiate effectively with various stakeholders.
  • Strong interpersonal skills to develop and maintain effective relationships.
  • Excellent oral communication skills for clear presentations and effective listening.
  • Problem-solving skills to identify issues and recommend solutions.
  • Self-management skills to set goals and complete assignments in a timely manner.

Nice To Haves

  • Bachelor's degree or higher from an accredited U.S. college or university.
  • Completion of the Joint CI Training Academy Advanced CI Investigations Course.
  • Experience as a CI Special Agent on a military flag officer or executive civilian's staff.

Responsibilities

  • Evaluate, prioritize, and manage risk within the cleared industry portfolio in coordination with the Regional Mission Director and CI Operations Officer.
  • Serve as a technical expert on CI and counter-proliferation issues involving facilities with Critical Program Information (CPI).
  • Conduct CI collection activities and produce relevant reports to meet DCSA and DoD collection requirements.
  • Maintain collaborative relationships with DoD components, USG Law Enforcement, and Intelligence Community counterparts.
  • Develop an understanding of investigative thresholds required by USG LE agencies to support investigations and operations.
  • Synchronize CI activities with DCSA Industrial Security Representatives and Information System Security Professionals.
  • Participate in Security Vulnerability Assessments to identify vulnerabilities and threats to sensitive information.
  • Support DCSA personnel in CI awareness and reporting requirements, and recommend appropriate CI countermeasures.
  • Prepare and present significant case briefings for senior USG officials and conduct CI threat awareness training.
