The Influence and Integration Department advances ODNI’s enterprise priorities by translating policy intent into integrated, executable approaches across the Intelligence Community. The department supports ODNI’s policy and mission integration efforts by shaping policy frameworks, strengthening governance and oversight, and guiding capability development that connects strategic direction to mission execution. Through disciplined analysis, enterprise coordination, and sustained partnership, the department aligns policy, mission priorities, and analytic leadership to enable coherent implementation of modernization initiatives and reinforce ODNI’s role as the strategic leader of the IC. The Influence and Integration Department seeks an Intelligence Budget Analyst to provide financial and budgetary support to our sponsors within the ODNI. This role involves providing expert resource advice to the sponsor in the planning and oversight of their component’s budget formulation and execution, determining mission requirements, proposing allocation of resources between competing demands, and working with senior intelligence officials to make sure critical mission requirements are funded and properly executed. The sponsor requires trusted agents to perform budget and resource analysis and provide unbiased and independent recommendations for programming resources to achieve plan objectives.

Requirements

  • Ability to deliver analysis results and recommendations within these products: Congressional Budget Justification Book (CBJB) documents and supporting analyses, Budget execution and trend reporting/analyses, Contract analyses, Contract documentation, Contractor resource analyses, Policy analyses, and/or Programmatic budget support and analyses.
  • Ability to conduct in-depth financial analysis to include the production of funding documents, burn-rate analysis, independent cost estimates, spend plans, and various ad hoc task necessary to perform as an essential embedded financial support to the sponsor.
  • Ability to leverage existing and future IT systems to collect, monitor, and analyze current budget allocations and execution.
  • Ability to provide clear, concise, and unbiased recommendations based on detailed review and analysis of budget data
  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
  • Proficiency in Excel
  • Active TS/SCI with CI Polygraph
  • U.S. Citizenship required.
  • This position has an on-site requirement of 5 days a week on-site

Nice To Haves

  • Degree in Business, Finance, Accounting, Economics, Applied Mathematics/Statistics, or related field
  • Demonstrated experience and capability to advise on all aspects of the federal acquisition life cycle to implement and adopt innovative acquisition solutions.
  • Experience with the Congressional Budget Justification Book (CBJB), the National Intelligence Programs (NIP), or Military Intelligence Programs (MIP)
  • 2+ years of experience with government budget systems and processes
