About The Position

The Acquisition Intelligence Analysts should have all-source intelligence experience, which could include experience with IC agencies or with the Defense Intelligence Enterprise, including service intelligence components. Intelligence support to the acquisition or requirements community is preferred. Analysts must have knowledge of, and demonstrated experience with, the acquisition and requirements processes. The Intelligence Division compiles threat information and reviews Intelligence Community-produced Threat Modules to provide validated intelligence documents used for horizontal integration into all phases of the acquisition cycle across all MDS programs. This information supports the MDS Validated Online Lifecycle Threat (VOLT) Report and provides MDA leadership with vital information. Additionally, Requirements Management includes the documentation and submission of Intelligence Mission Data (IMD) requirements to the Defense Intelligence Enterprise. Requirements Management support is conducted in HSV. Task Details - Acquisition Intelligence Analysts shall serve as members of the Acquisition Intelligence team. The contractor shall serve as the lead analyst for the MDS VOLT Report and Threat Module-related matters. The contractor shall support the development and implementation of MDA’s Acquisition Intelligence Program, working with other Intelligence Division Acquisition Intelligence Analysts and MDS elements to determine intelligence stressors and threat concerns. The contractor shall coordinate with the IC to ensure they are aware of threats that stress the MDS. The contractor shall also assist with the development and maintenance of MDA’s Intelligence Mission Data (IMD) requirements, which includes attending all IMD-related meetings. Compile the MDS VOLT Report, as well as review and coordinate IC produced Threat Modules, develop VOLT production schedules, and coordinate, facilitate and participate in meetings and threat steering groups (TSGs). Coordinate the production schedule and compile the MDS VOLT Reports for MDA workforce use after reviewing and commenting on relevant IC-produced Threat Modules. Update the MDS VOLT Report and Order of Battle product line annually in addition to making revisions to the MDS VOLT Report as described in the Intelligence Division Standard Operating Procedure. TSGs and other VOLT-related products require Intelligence Division representation (potentially in-person) and formal coordination to determine if additional VOLT support products are required. Assist in the development and implementation of MDA’s Acquisition Intelligence Program. This effort includes developing a formal program for the integration acquisition intelligence expertise into the MDA program’s lifecycle with Intelligence Supportability Analysis (ISA) and requirements identification and documentation. Support the development of threat stressors and intelligence concerns for specific MDS elements in conjunction with Intelligence Division portfolio managers and MDS element personnel. Evaluate the threat stressors and intelligence concerns for completeness and submit to the IC for situational awareness. Coordinate across MDA and with other missile defense entities to assist in the development and submission of an MDA prioritized threat list which is submitted into the Joint Staff’s Priorities and Risk Management Framework. This requires regular meeting attendance and coordination on behalf of MDA to develop a comprehensive threat requirements list. Develop Courses of Action (COAs) in conjunction with the IC production plan to analyze and address IC production shortfalls. This may require knowledge and familiarity with other IC tools (e.g., Acquisition Intel and Requirements View (AIRView) and Military Equipment Parametrics and Engineering Database (MEPED)) to ensure a comprehensive understanding of the IMD already available from multiple sources. Attend meetings, workshops, and summits (virtually or in-person as needed) related to Acquisition Intelligence Requirements Management as required to ensure the team is aware of future tools, applications, and innovations.

Requirements

  • 6-10 years’ experience in intelligence analysis
  • Clearance: TS with SCI eligibility
  • Can execute analytical tasks, utilizing both analytical techniques, and processes
  • Able to develop and/or utilize analytic tools, techniques, and processes for technical and/or administrative support activities
  • Can work independently and/or leads teams to analyze and resolve problems
  • Is able to apply oral and written communication skills
  • Must be able to provide daily supervision and direction to support teams
  • Degree in relevant field such as history, political science, sociology, or other social science field
