Summary Statement The incumbent will provide oversight and monitoring of Medicaid services to ensure Federal and State compliance with the Home and Community Based Waiver and DDDS Home and Community Based Services (HCBS) Standards. Responsibilities include data collection, auditing service delivery and documentation, ensuring training compliance, protecting client rights, conducting site inspections to ensure compliance with DDDS HCBS Standard, State and federal regulations, reviewing and approving corrective action plans and remediation when necessary. The incumbent will travel to provider site locations.

Requirements

  • Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  • Possession of an Associates degree or higher in Behavioral or Social Science or related field.
  • Six months experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  • Six months experience in interviewing which includes using structured or unstructured interview techniques to obtain facts, explore issues and identify courses of action.
  • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months experience in narrative report writing.
  • Knowledge of presenting or facilitating workshops, seminars or educational sessions.
  • As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).
  • Applicants must be legally authorized to work in the United States.
  • The State of Delaware participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the U.S.

Responsibilities

  • Conducts home investigations in order to determine the initial compliance of potential providers to division regulations and standards.
  • Develops provider profile based on site investigations, social assessment of potential host family, applicant's strength and weaknesses, client trait preferences and in-service test scores.
  • Conducts/coordinates provider training classes for the purpose of orienting providers to division policies and the field of intellectual developmental disabilities.
  • Develops provider in-service course outline, lesson plans, training materials and evaluation methods.
  • Schedules speakers, visual aids and classrooms.
  • Develops media advertisements and speaks before churches, civic associations and other appropriate resources in order to recruit potential host families.
