We currently have an exciting career opportunity for an Integrity Monitor Construction Engineer Manager to join our Government and Public Sector practice. CohnReznick is a hybrid firm and most of our professionals are located within a commutable distance to one of our offices. This position is considered hybrid which means team members are expected to be thoughtful and intentional in how they create opportunities for in-person collaboration. While the cadence of in-office presence is determined at the team level, our professionals are encouraged to be in the office/together in person on average 3 days a week. WHY COHNREZNICK? YOUR ROLE. Responsibilities include but not limited to: Monitor construction projects and provide oversight to ensure projects are compliant with Contract documents including Federal, State, and Local regulations and to mitigate risk. Make observations and provide recommendations to address identified disparities, deviations, and deficiencies. Perform desk reviews of Contract documents, Plans, Specifications, Drawings, Submittals, Schedules, Shop drawings, Reports, and Construction Management Plans. Review of Government Permits including approval processes. Conduct Quality focused reviews to ensure adherence to project requirements, approved submittals, programs, and plans. Conduct quality reviews of work in place and perform material verifications in the field. Perform spot-checks of third-party inspections and QA/QC procedures. Perform technical reviews of Inspection reports and Testing plans including deficiencies and corrective actions. Review forecasts, estimates, budgets, CPM schedules, Daily Narratives, and Look Aheads. Perform site visits to project sites, interview site personnel, initiate follow-up, and draft detailed reports. Develop relationships and maintain communication with project personnel. Monitor contractor means and methods and provide recommendations. Identify deficiencies, review NCRs, and track corrective action. Monitor inventory management, security of material and equipment, including proper storage, handling and disposal of materials. Prepare Risk Assessments based upon review of existing policies, procedures and identified risks specific to the project. Review Payment Applications, Change Orders, Estimates, Allowances and verify backup. Verify compliance with Buy America requirements, where applicable. Confirm compliance with Sustainability requirements and credit tracking. Confirm compliance with Environmental regulations and contractual requirements. Perform Storm Water Pollution Prevention Plan (SWPPP) inspections, verify legal disposal and management of waste and review environmental testing reports. Spot check safety practices for compliance with OSHA safety standards, safety programs, including documentation and reporting of hazardous materials and unsafe work conditions. YOUR EXPERIENCE. The successful candidate will have: Bachelor’s degree in engineering or related field from an accredited institution. Strong working knowledge of safety requirements and hazards, industry standards (AWS, ASTM, ANSI, ACI, etc.), building codes, environmental regulations, labor regulations, union rules, and public procurement. 5 years proven ability and experience in collaborating with multidisciplinary teams and government oversight agencies on large scale infrastructure projects. OSHA 30-hour Construction Training (preferred but not required). Experience in integrity monitoring and construction engineering including familiarity with various contract delivery mechanisms such as DBB, DB, CMAR, PPP. Knowledge of standard engineering programs such Procore, Primavera, AutoDesk, MS Project, Xactimate, e-Builder, RS Means, etc. Familiarity with BIM modeling techniques and Material Utilization Analysis Membership in professional organizations such as ASCE, ASME, NAFE, ACFE, a plus Strong writing and research skills. Actual compensation within the range will be dependent upon the individual's skills, experience, qualifications and location, and applicable employment laws. Salary is one component of the CohnReznick total rewards package, which includes a discretionary performance bonus, generous paid time off, expanded and inclusive parental benefits, to name a few.
