About The Position

As an Instructional Design and Change Management Specialist at the Florida Department of Transportation, you will be a key driver in leading organizational change initiatives, cross-functional instructional design, and eLearning development. You will report directly to the Change Management Supervisor and work across various functions to ensure effective change management, equip employees through targeted learning interventions, and enhance operational efficiencies through process improvements. This role involves collaboration with leaders at different levels, project teams, and stakeholders to design and deliver impactful solutions that support business objectives and organizational transformation.

Requirements

  • Seven years of professional work experience in instruction, instructional design, change management, process improvement, systems analysis, program research, planning, and evaluation.
  • A bachelor's degree from an accredited college or university can substitute for four years of the required professional experience.
  • A master's degree from a college or university can substitute for one year of the required professional experience.

Nice To Haves

  • Knowledge of Florida Statutes, rules, and department policies relating to travel, inventory, records management, and budget processes.
  • Knowledge of change management principles, methodologies, tools, and practices.
  • Knowledge of project management approaches and tools.
  • Knowledge of adult learning and instructional design theories and models (ADDIE, SAM, etc.).

Responsibilities

  • Lead the planning, coordination, and execution of change management strategies for enterprise-wide initiatives.
  • Conduct change readiness assessments, impact analyses, and stakeholder engagement activities.
  • Develop targeted communication and training plans.
  • Coach and consult with project teams, managers, and leaders on applying change management principles and tools.
  • Collaborate with leadership to align change efforts with organizational goals and culture.
  • Track, report, and communicate change management progress and outcomes.
  • Design, develop, and implement training programs and eLearning courses.
  • Facilitate training sessions and workshops, both virtually and in-person.
  • Evaluate learning effectiveness through assessments and feedback.
  • Apply project management methodologies to manage change and learning initiatives.
  • Lead process improvement initiatives by analyzing workflows and identifying inefficiencies.
  • Maintain comprehensive documentation of change management, training, project, and process improvement activities.
