As part of a collaborative team of public servants, an Inspector V protects residents’ health and safety by conducting on-site inspections and investigations in Texas long-term care facilities (licensed-only nursing homes, assisted living facilities, day activities and health services (DAHS) sites, DAHS-ISS providers, prescribed pediatric extended care centers) to assess their compliance with state and federal laws and rules. In this front-line field position, the Inspector V conducts investigations of complaints and incidents as a team member or individually, including complaints related to abuse, neglect or exploitation. The surveyor is mobile and flexible and performs minimal work at an office, though the role does require writing reports detailing any deficiencies/violations against a facility, remedies to correct those deficiencies, and a narrative to support regulatory determinations. The surveyor is also responsible for preparing written reports supporting the actions and remedies recommended and participating in surveys, inspections, and investigations with assigned team and accepts assignments as needed. Requirements

  • Knowledge of program regulations and procedures, and survey techniques.
  • Knowledge of acceptable professional standards of care.
  • Skill in operating personal computers and software.
  • Ability to interpret policies, procedures, and regulations.
  • Ability to work independently.
  • Ability to use the computer for writing reports.
  • Ability to exercise professional judgment and reach sound decisions.
  • Ability to integrate complex regulatory concepts, procedures, or processes.

  • Valid Driver's License.

Nice To Haves

  • Experience in conducting investigations related to quality outcomes.
  • Experience in quality assurance/compliance and oversight/auditing preferred.
  • Four year degree from an accredited college or university, preferred.
  • Experience working with individuals with intellectual or developmental disabilities preferred.

Responsibilities

  • Conduct on-site licensure inspections, complaint and incident investigations, and annual comprehensive surveys in facilities to determine compliance with federal and state health and safety regulations.
  • Communicate clearly and accurately with others (internally and externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve issues or complaints regarding services provided in Texas long-term care facilities.
  • Conduct exit conferences with facility staff regarding findings and assist in developing a plan to correct deficiencies.
  • Complete inspection or survey reports detailing deficiencies, recommended remedies, and narratives to support regulatory findings.
  • Visit long-term care facilities to verify correction of previously cited regulatory violations.
  • Perform quality assurance reviews of documents prepared by others.
  • Occasionally testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.
  • Complete referrals for the conduct, as appropriate.
