About The Position

This position involves performing visual and tactile safety inspections of bridges and highway structures to identify damage, deterioration, and defects that could compromise the structure's life, serviceability, and safety. The role may include supervising one or more inspection teams, ensuring the accuracy and completeness of field inspection findings, assessing critical conditions, and reporting these findings to management. Key responsibilities also include entering new or updated inventory and element data into the VDOT Bridge Management System and preparing or reviewing bridge safety inspection reports with signatory authority. Additionally, the supervisor will assist the manager with various duties, lead emergency damage assessment inspections, monitor inspection schedules for compliance with Federal and State requirements, plan and oversee routine and specialized inspections, collect and verify AASHTO element quantities, coordinate with other sections for inspection logistics, operate and maintain inspection equipment, provide feedback on contract utilization, manage inventory data and inspection files, respond to public inquiries, assist with load ratings, provide technical assistance to localities, perform QA/QC reviews on inspection reports, prepare detailed reports with repair recommendations and cost estimates, and provide training on bridge safety and job site safety.

  • Knowledge of deterioration characteristics of steel, wood, and concrete construction and bridge maintenance and rehabilitation procedures.
  • Knowledge of routine to specialized bridge and structure inspection methods, as well as NBIS, federal and state requirements related to structures and safety inspections.
  • Knowledge of supervisory policies and practices.
  • Knowledge of the types, function and use of structural components.
  • Skill in reading and interpreting bridge and structure plans.
  • Skill in the use of bridge inspection instruments and access equipment.
  • Skill in the use of computers and web-based applications to perform supervisory and technical functions of the position.
  • Ability to access and use required equipment.
  • Ability to communicate effectively orally and in writing to include preparing detailed technical reports and sketches of bridges and structures, as well as apply engineering math.
  • Ability to physically perform hands-on inspections of bridges and structures, work at heights, over and in water, in confined spaces, in proximity to moving traffic and in inclement weather.
  • Ability to provide daily supervision to work crews following all applicable policies, procedures and processes in a field or office environment.
  • Knowledge of bridge inspection methods and procedures, routine bridge maintenance and repair procedures, deterioration characteristics of bridge materials and common bridge types and nomenclature.
  • Knowledge of professional land surveying principle, practices, APELSCIDLA Board rules and regulations.
  • Knowledge of supervisory principles, practices to include performance management and discipline.
  • Must meet minimum qualifications for a Team Leader as defined by the NBIS.
  • Skill in the use of computers and software applications to include database systems, as well as bridge inspection instruments.
  • Valid driver's license.

Nice To Haves

  • A combination of training, experience or education in Engineering, Engineering Technology or related field desired.
  • Completion of FHWA approved training course in the inspection of Nonredundant Steel Tension Members (NSTM).
  • Experience administering consultant inspections and contracts.
  • Proficiency with locating structures using the Roadway Network System (RNS).
  • Proficient in the use of MS Office and CAD.
  • Proficient in the use of bridge inventory management systems.
  • Several years' experience working as a Bridge Inspection Team Leader desired.

Responsibilities

  • Perform visual and tactile safety inspections of bridges and highway structures to discover damage, deterioration, and defects that would impair the life, serviceability, and safety of a structure.
  • Supervise one or more inspection team(s).
  • Ensure accuracy and completeness of field inspection findings.
  • Assess critical conditions and reports findings to manager.
  • Enter new or updated inventory and element data into the VDOT Bridge Management System.
  • Prepare and or review bridge safety inspection reports with signatory authority.
  • Assist manager with performance of additional duties as assigned.
  • Lead unscheduled damage assessment inspections during emergency response situations to assess and make recommendations to protect the interest of public safety and Department assets.
  • Provide assistance to District Bridge Safety Inspection Program Manager to monitor District inspection schedules to ensure that Federal and State requirements are met for routine, fracture critical, and underwater inspections to ensure compliance with National Bridge Inspection Program Metrics for inspection frequencies.
  • Plan and schedule routine and specialized bridge and structure inspections.
  • Conduct and oversee inspections according to NBIS, FHWA, and VDOT requirements.
  • Collect new or verify existing AASHTO element quantities and assign to appropriate AASHTO condition status.
  • Coordinate with other sections or contracts for MOT, snooper, etc. for inspections, on as-needed basis.
  • Operate and maintain inspection vehicles and inspection instruments.
  • Proactively provide feedback to manager on utilizing contracts to meet scheduling and inspection needs.
  • Collect new or verify and update existing inventory data.
  • Maintain inspection files, forms, reports and maps of assigned areas.
  • Assist manager with responses to inquiries from the public, municipalities, and other agencies for information on structure clearances, posted weight limits and other inventory data.
  • Provide assistance to District Bridge Safety Inspection Program Manager to review, recommend and or accept updated load ratings.
  • Provide technical assistance to cities and localities on bridge safety inspection program issues.
  • Perform duties, tasks, activities and/or projects as assigned.
  • Provide assistance to District Bridge Safety Inspection Program Manager to perform oversight on municipality and or locality inspection program to ensure compliance with the NBIS.
  • Perform QA QC reviews on In-house, Consultant, and Localities Inspection Reports to ensure compliance with FHWA 23 Metrics for the Oversight of the National Bridge Inspection Program.
  • Prepare inspection reports, assign structural component and general condition ratings, prioritize and make repair recommendations and estimate costs for maintenance and rehabilitation.
  • Review and sign inspection reports prepared by others.
  • Provide supervision to more than one inspection team.
  • Provide technical assistance to the District Bridge Safety Inspection Program Manager to administer the bridge, tunnel and or ancillary structure inspection programs.
  • Provide training on bridge safety inspection and job site safety to internal and or municipality or locality inspection personnel.
