About The Position

This position will review and inspect activities being performed in the state’s Right of Way to verify that work is conducted according to all State and Federal specifications, plans, permits, policies, procedures, statutes and rules. Ensure all Temporary Traffic Control safety device usage, installation/placement and materials conform with regulations. Prepare records and reports for work completed; gather data for maintenance contract needs; perform plans reviews; provide comments on Department policies and procedures as requested. Engage throughout the life of a project, as a representative of the Department, with contractors, utility owners, and permittees, on all issues related to contracts and permits.

Requirements

  • This position requires the incumbent to complete the following self study courses within 11 months of appointment: Construction Math and Plans Reading.
  • Must also obtain the Advanced Temporary Traffic Control (Maintenance of Traffic) certification and the Qualified Stormwater Management Inspector certification (Florida Department of Environmental Protection through the Stormwater, Erosion and Sediment Control Inspector Training Program) within one year and maintain it.
  • While on-duty status, may be required to drive a state owned or leased vehicle to perform the duties of this position. Valid Class E Driver License is required.
  • The incumbent of this position is required to work with or around Department of Corrections inmates.
  • May be required to work with or around: hazardous materials, work nights and weekends and be available for emergency response work as necessary.
  • High School Diploma or Certificate of High School Equivalency and Class E Driver License.
  • This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy.

Responsibilities

  • Perform independent complex technical assignments to accomplish inspection and monitoring of work activities performed within the state Right of Way.
  • Verifies that work is performed according to all State and Federal specifications, plans, permits, policies, procedures, statutes and rules.
  • Performs approved testing techniques through the use of hand tools, gauges and/or instruments to ensure materials used conform to Florida Department of Transportation (FDOT) requirements.
  • Perform interpretation of governing documents related to authorized Temporary Traffic Control (Maintenance of Traffic) device usage, installation/placement and materials to ensure safe work zones.
  • Reviews work site activities for conformity to safety regulations and takes corrective measures when deficiencies are noted.
  • Prepares records and reports for work completed and other related documents accurately and in a timely manner.
  • Prepares all documentation in order to validate payments to roadway contractors.
  • Conducts surveys of signs, guardrail, and attenuators as required by procedures.
  • Provides survey of roadway items to be inventoried for Roadway Characteristics Inventory (RCI).
  • Fills out data coding sheet and enters roadway data into computer database as needed.
  • Gathers data and performs preliminary reviews for maintenance contract needs.
  • Assists in the preparation of maintenance contracts.
  • Prepares specifications as needed for use in maintenance contracts.
  • Conducts/attends pre-work conferences on maintenance contracts and attends/conducts meetings with contractors/utility owners/permitees throughout life of projects as assigned.
  • Acts as a representative of the Department on all issues related to contracts and permits.
  • Issues work documents on contracts as directed.
  • Performs plans reviews for constructability and adherence to Department Standards and specifications.
  • Provides comments on Department policies and procedures as requested.
  • Performs quarterly surveys of invasive plant species within the Florida Department of Transportation Right of Way with Global Positioning System (GPS).
  • Records and electronically store coordinates and other location data in excel spreadsheet format.
  • Maintains and updates spreadsheet to include newly discovered, existing and eradicated locations; as well as treatment dates and locations.
  • Assembles payment packages for contracts in accordance with established processes.
  • Assist in identifying and producing documents in relation to public records request.
  • Prepares project correspondence and records as necessary during the administration of contracts through the use of various computer programs.
  • Enters/assist with the preparation of documents to be added to the electronic document management system as required.
  • Prepares and issues work documents on contracts as requested.
