About The Position

The Inspector for DPW is responsible for inspecting construction in an area of specialization, such as roads, bridges, water and sewer projects, associated developer subdivision projects, Capital Improvement Projects, or erosion and sediment control, and stormwater management. The inspector conducts field inspection work, does driveway inspection, and utility access installation. The inspector is responsible for ensuring that work is performed following the contract plans and specifications as well as meeting trade standards and applicable State and County regulations and construction specifications. This position renders inspection services used in determining compliance with various codes, ordinances, regulations, and specifications.

Requirements

  • Four (4) years' experience in heavy construction projects related to one of the following public works specialty areas: roads and bridges, capital projects, water and sewer or sediment and erosion control.
  • OR Two (2) years' experience in heavy construction projects related to the following public works specialty areas: roads and bridges, capital projects, water and sewer or sediment and erosion control AND successful completion of on-the-job training for Inspector I with Harford County Government.
  • High School Diploma or equivalent
  • Education at an accredited college or university may be substituted for each year of the required experience on a year-to-year basis.
  • A valid Class "C" non-commercial driver's license with no more than three (3) points.
  • Through knowledge of Highways capital projects, driveway and utility inspection, and road and storm drain construction principles, practices, methods, and tests of the procedures and practices of construction work
  • Working knowledge of basic civil engineering principles
  • Ability to read and interpret blueprints, plans, diagrams and specification and to recognize deviations in actual construction
  • Knowledge of algebra, geometry, and trigonometry
  • Basic computer skills with the ability to learn Word, Windows XP, and Access
  • Ability to enforce codes, ordinances and regulations firmly, tactfully and impartially
  • Ability to work effectively with County employees, contractors, government officials, and the general public
  • Ability to walk and stand for prolonged periods of time
  • Ability to climb, bend, stoop, kneel, or sit depending on work assignments
  • Ability to drive a County vehicle in carrying out assignments
  • Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations, and applicable Harford County safety

Responsibilities

  • Provides assistance and training to other inspectors as requested or assigned
  • Investigates alleged code violations and citizen complaints
  • Issues violation notices or stop work orders
  • Makes periodic or continuous inspections to ensure compliance of construction or installation with codes, ordinances, plans, and specifications
  • Maintains daily reports of cost expenditure, progress, work completed, corrections needed, visitors to projects, and approved changes made to plans or specifications
  • May direct the work of Construction Inspector I or other technical personnel when requested
  • Participates in final inspections identifying items of work needed to complete the project
  • Collects material samples for laboratory testing, performs or assists in performing field tests when necessary
  • May supervise a team and manage the performance of individuals through ongoing coaching, feedback and development to motivate, engage and drive a high performing team as required
  • Attends pre-construction and progress meetings
