About The Position

CACI is seeking an Infrastructure Program Manager to support facilities projects at the Naval Surface Warfare Center Carderock Division (NSWCCD) in Bethesda, MD. The Infrastructure Program Manager will tasked with: Providing daily support to the Infrastructure Division management and staff primarily within the Facilities Branch that covers personnel management, acquisitions, engineering, planning, operations, transportation and utilities. Secondary support would be associated with issues within the Safety and Environmental Branches Directly handling preliminary and final documentation preparations for various aspects of the basewide medium voltage distribution system Providing management strategy, recommendations, problem resolution and transfer of historical corporate knowledge on various topics such as infrastructure budget preparation and execution, various facilities management programs, technical project and acquisition solutions, and transportation services Developing transition documents from CNIC/NAVFAC to NSWC in acquiring the responsibility to operate and maintain the medium voltage basewide electrical distribution system Participate with NSWC management in discussions and project execution with NAVFAC, public utility entities and other contracted service vendors Preparing for NSWC to assume Maintenance UIC from CNIC/NAVFAC Directly specifying and handling NSWC funded contracted repairs through Code 02 Acquisition Department Supporting NSWC IT Division with telecommunications management services and assist in discussions with service providers such as JSP/DISA, Verizon and NCTAMS to resolve financial and service issues Supporting NSWC management with Navy Crane Center, General Services Administration and contractors on weight handling, material handling and vehicle issues

Requirements

  • Must be a U.S. Citizen with the ability to obtain and maintain a SECRET security clearance
  • 20+ yrs experience with infrastructure and facilities projects and management of multi-million dollar budgets
  • Extensive Infrastructure budget development and financial management
  • Complex technical experience for various major facilities and utilities systems construction, maintenance and repairs
  • Significant in-depth contracting experience with construction, repair and building support services
  • Practical experience in use and application of OSHA and other industry engineering documents

Nice To Haves

  • 10+ yrs experience in DOD/Navy infrastructure project management
  • Extensive knowledge of DOD/Navy Facility Management, Safety, Environmental and Contracting Requirements
  • Current DOD secret clearance

Responsibilities

  • Consult on technical engineering solutions such as preferred roof replacement types, electrical equipment installation to include generator or transformer replacement, HVAC equipment replacement, interior building renovations, operations support services and occupant impacts from project work
  • Recommend acquisition strategy regarding type of contract and details related to Navy approved technical contract specifications necessary to avoid contract errors and omissions
  • Review technical specification documents prepared by others prior to release
  • Assist in the preparation and execution of a multi-million dollar infrastructure budget
  • Train senior and junior managers in assessing technical and financial risk
  • Provide past practice and present time recommendations in handling communications with other technical R&D Departments and Command personnel which could be either at the management or staff level. This includes higher level management briefs, building service outage impacts, transportation management policies and procedures, and budget funds management exhibits
  • Direct participation or provide management recommendations concerning interaction with internal NSWC and external acquisition offices to address procurement issues that could delay, or already have delayed, timely award or completion of a contracted service. This may be for either a construction project or a recurring facilities operational service.
  • Provide technical and management advice for issues related to Detachment management for sites located throughout the United States
  • Assist in review of Production Control processes
  • Provide technical and management support for telephone systems Command wide
  • Preparing management briefs or recommendations to briefs prepared by others
  • Inventory development
  • Review and application of engineering compliance documents from Navy and industry recognized organizations such as the National Fire Protection Association, Institute of Electrical and Electronics Engineers, National Electrical Testing Association, Occupational Safety and Health Administration, Naval Facilities Engineering Command
  • Development of a multi-year maintenance contract
  • Preparing annual maintenance and repair project list
  • Preparing an annual budget projection
  • Drafting technical project specifications for component repairs and replacement
