Under general direction of the Information Technology Manager II (IT Mgr II), the Information Technology Specialist II (IT Spec II) leads and independently performs data driven analyses to optimize the Technology Stabilization Service (TSS) and Technology Modernization Service (TMS). The incumbent models complex business scenarios, interprets the critical business needs of stakeholders, providing appropriate analyses of relevant data, and transforming it into actionable insights that inform best investment opportunities. The IT Spec II will lead and employ data analytics to perform a cost-benefit analysis by helping to identify, quantify and qualify costs and benefits to determine and advise internal CDT and external state senior and executive management on the best investment opportunities including the overall value of modernizing versus stabilizing a critical system. The IT Spec II will lead and perform data analysis to optimize TMS and TSS, including analyzing the IT organization strategic goals, objectives, and target outcomes, IT project and system risk and success metrics, business value, costs, benefits and estimated future value, and other factors. The incumbent will make recommendations based on state IT policy and procedures and in accordance with best practices to identify logical opportunities for improvements and/or prevention of substandard system performance. The incumbent will identify and may assist with statewide IT policy and procedure improvements in the delivery of successful IT solutions. The IT Spec II provides advice to internal CDT staff and external state staff, and executive management on unforeseen risks associated with modernization and/or stabilization efforts. The incumbent collects, organizes, analyzes, and reports on relevant statewide project data, service assessments, modernization and transformation efforts, and compiles and analyzes data to assess statewide trends.
