Under the direction of an Information Technology Supervisor II, the incumbent serves as a Lead Systems Administrator supporting the mobile and telecommunication infrastructure, which includes devices, equipment, and enterprise services related to managing the Department's mobile and telecommunication inventory. Incumbent provides support and performs as the Lead principle liaison for Program mobile telecom representatives and their respective mobile device inventories. The position is based in the Sacramento Headquarters office and provides statewide support, leadership, and expertise for Caltrans business units.

  • Possession of a valid driver's license is required when operating a state owned or leased vehicle.

  • Experience with mobile device management (MDM) platforms such as Microsoft Intune.
  • Familiarity with telecom billing systems, circuit inventory management, and cost allocation processes.
  • Knowledge of network hardware (routers, switches) and telecom carrier services.
  • Proficiency in Microsoft 365, Excel, Service Now, or equivalent service management tools.
  • Ability to analyze and interpret telecom/Mobility usage and optimize service plans.
  • Strong analytical and problem-solving abilities to identify inefficiencies and implement process improvements.
  • Experience managing vendor relationships, contracts, and service-level agreements (SLAs).
  • Knowledge of procurement processes, telecom audits, and life cycle management for mobile and network assets.
  • Proven ability to plan and coordinate telecom projects, upgrades, and migrations.
  • Ability to track budgets, forecast expenses, and ensure compliance with funding or departmental policies.
  • Excellent written and verbal communication skills for preparing reports, presentations, and technical documentation.
  • Ability to coordinate across departments (IT, Finance, Procurement, and Operations) to align on telecom and mobility strategies.
  • Experience providing training and guidance to technical staff or end users.
  • Demonstrated ability to lead meetings, vendor discussions, and cross-functional initiatives.
  • Ability to work independently and collaboratively in a fast-paced, multi-priority environment.
