About the position

The Information Technology Security Officer is responsible for ensuring the security operation of the City's data, computer systems, servers, and network connections. This role involves developing, planning, organizing, managing, implementing, and performing cybersecurity risk analysis, as well as establishing security policies and procedures to protect the City's information assets. The officer will work under the general direction of the Director of Information and Technology, with considerable latitude for independent judgment.

Responsibilities

  • Plan, organize, manage, and participate in the development and implementation of the City's information security programs and policies.
  • Develop and execute a cybersecurity strategy aligned with organizational priorities and industry standards.
  • Identify security risks and implement security management practices.
  • Ensure compliance with regulatory requirements such as CJIS, PCI, HIPAA, and other relevant laws.
  • Monitor agency infrastructure and provide guidance on vulnerability management and incident response procedures.
  • Oversee the portfolio of cyber risk and security applications and implement new security processes.
  • Analyze information and recommend solutions for security threats.
  • Prepare reports for executive leadership and City Council.
  • Develop cybersecurity training programs for City staff and monitor their effectiveness.
  • Build and maintain positive relationships with City stakeholders.

Requirements

  • Bachelor's degree in Business Administration, Computer Information Systems, Information Technology, or a closely related field and five years of experience in IT security management, including two years in an administrative or management capacity.
  • Master's degree in Computer Science or a closely related field is highly desirable and four years of experience in IT security management, including two years in an administrative or management capacity.
  • Knowledge of network security design principles and practices.
  • Possession of a valid California Class C driver's license.
  • Certification as a Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA), Global Information Assurance Certification (GIAC), or equivalent.

Nice-to-haves

  • Experience in vulnerability assessment.
  • Possession of additional security certifications such as Certified Ethical Hacker (CEH) or Certified Information Security Manager (CISM).
