Responsibilities include interviewing, hiring, onboarding, training, planning, assigning, and directing work; establishing deadlines; scheduling; timekeeping; providing continuous performance feedback; documenting performance assessments; rewarding and disciplining employees; addressing complaints; conducting departmental investigations in collaboration with HR and Risk Management; and resolving problems effectively. • Plans, coordinates, assigns, and monitors departmental performance while coaching, counseling, mentoring, training, and advising staff to achieve both departmental objectives and employee career development goals. • Interprets, develops, communicates, updates, and monitors departmental policies, procedures, and standards in compliance with applicable laws and organizational objectives. • Responsible for budget preparation and managing departmental contracts, including tracking expenditures; preparing and submitting operating, personnel, and capital budget requests; providing financial data and historical analysis to support requests; negotiating contracts; monitoring contractor/vendor performance; ensuring contract compliance; and participating in related meetings. • Develops and implements short- and long-term goals, objectives, and strategies for the department, projects, and programs to ensure efficient operations and timely completion of work. • Ensures adherence to quality standards and compliance with all applicable laws and regulations. • Maintains and enhances professional knowledge and skills through seminars, training programs, and ongoing review of industry publications and resources. • Serves as a liaison and/or active member of committees, boards, and teams, collaborating, persuading, presenting reports, and negotiating with individuals and groups outside the department to coordinate efforts and maintain cooperative, productive relationships. • Attends and actively participates in monthly management meetings. Position-Specific Performance Expectations, Duties, and Responsibilities: • Operates as a working manager, providing hands-on support when necessary, while delegating and prioritizing day-to-day execution and ensuring the IT function is not dependent upon any single individual. • Develops and executes IT strategy aligned with hospital goals, regulatory requirements, and rural healthcare needs. • Oversees IT infrastructure for the hospital campus and three off-site locations, including networks, servers, storage, cloud services, end-user devices, telecommunications, and remote connectivity. • Ensures high availability, performance, and reliability of systems supporting inpatient, outpatient, Emergency Department (ED), and ancillary services. • Oversees help desk operations and on-call support in a 24/7 clinical environment. • Leads IT projects related to infrastructure, security, and non-EHR applications. • Partners closely with the Informatics Team on Epic-related initiatives, upgrades, and workflow changes. • Ensures infrastructure, devices, access, integrations, and network performance meet Epic and clinical system requirements. • Serves as the primary IT liaison to Intermountain Health for technical connectivity and infrastructure aspects of Community Connect. • Supports Epic downtime procedures, disaster recovery testing, and technical incident response. • Ensures compliance with HIPAA, CMS, and other healthcare regulations related to IT systems. • Maintains cybersecurity posture across all locations, including identity and access management, endpoint security, monitoring, and incident response. • Leads disaster recovery and business continuity planning for hospital and off-site systems. • Plans, facilitates, and evaluates cybersecurity tabletop exercises (e.g., ransomware, data breach, system outage scenarios) with executive leadership, clinical leaders, IT staff, and key operational partners. • Coordinates cybersecurity preparedness efforts with emergency management, compliance, legal, communications, and external. • Uses lessons learned from tabletop exercises and real-world incidents to strengthen policies, procedures, staff training, and technical controls. • Evaluates and recommends technology solutions that balance cost, reliability, and scalability across multiple sites. • Works closely with Informatics, Clinical Engineering, Facilities, and department leaders across all locations. • Translates technical concepts into clear, practical guidance for clinical and administrative staff. • Promotes a service-oriented IT culture focused on patient care and operational excellence. • Performs other duties as assigned.
