The Information Technology Enterprise Expert - Enterprise Architect (EA) position at the Iowa Department of Administrative Services is a strategic role focused on aligning IT strategy with business goals. The EA will provide architectural leadership, guide transformation initiatives, and collaborate with various stakeholders to design scalable and secure IT solutions that support organizational objectives. This role involves developing enterprise architecture frameworks, providing technical leadership, ensuring compliance with technology standards, and engaging with stakeholders to translate business needs into actionable technical requirements.

  • Develop and evolve the enterprise architecture framework to drive IT and business alignment.
  • Position EA as an internal consultancy, advising stakeholders on IT strategy and transformation.
  • Deliver architecture models, capability maps, viewpoints, and roadmaps to guide IT projects and initiatives.
  • Evaluate emerging technologies and recommend solutions to support business goals and improve operational efficiency.
  • Provide strategic oversight for IT systems design, development, and support.
  • Build and maintain an architecture repository that will unify and communicate strategy, capabilities, software, and technology to support successful change execution.
  • Support solution delivery, IT portfolio management, and business architecture development in both project and product delivery styles.
  • Provide expert guidance to IT teams and business units on architecture best practices and emerging technologies.
  • Lead the evaluation, selection, and integration of enterprise technologies.
  • Conduct assessments to identify areas for improvement, recommend innovative solutions, and drive efficiency.

  • Facilitate cross-departmental collaboration to ensure successful technology adoption and implementation.

  • Collaborate with Security and Risk teams to design and implement robust security architectures.
  • Perform EA governance and reviews to ensure projects align with strategic objectives and compliance requirements.
  • Work closely with the organization's leaders, IT/business teams, and external partners to understand business needs and translate them into actionable technical requirements.
  • Communicate the architecture vision and strategy effectively to diverse stakeholders, ensuring alignment across the organization.
  • Provide regular updates, reports, and presentations to senior leadership and stakeholders.
  • Build strong relationships with stakeholders, acting as a trusted advisor to facilitate informed decision-making.
  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time work in mainframe computing systems programming, computer-based networking, database management systems, applications development, maintenance, and testing, server and workstation operating systems, telecommunications carrier operations, or Internet/Intranet development and deployment.
  • Five years of full-time work experience in mainframe computing systems programming, computer-based networking, database management systems, applications development, maintenance, and testing, server and workstation operating systems, telecommunications carrier operations, or Internet/Intranet development and deployment, and twenty-four semester hours of accredited post-high-school course work in one of the specialty areas or certification from an authorized educational institution in an area directly related to one of the specialty areas.
  • A total of nine years of education and/or full-time experience in mainframe computing systems programming, computer-based networking, database management systems, applications development, maintenance, and testing, server and workstation operating systems, telecommunications carrier operations, or Internet/Intranet development and deployment, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes two years of full-time work as an Information Technology Specialist 5.
  • Experience with IT portfolio management.
  • Knowledge of security architectures and compliance requirements.
  • Familiarity with business process analysis and transformation.
