Who We Are The Enterprise Technology Services Division (ETSD), part of the Office of the State Court Administrator (OSCA) within OJD, is hiring a Power Platform Administrator & Developer (Information Technology Developer) to join our team in Salem. ETSD provides business solutions, system support, technology vendor management, and information security for OJD. Position Highlights In this role, you will lead the implementation of a new enterprise-level Microsoft Power Platform tenant, ensuring a secure, scalable, and well-governed foundation for Power Apps, Power Automate, Power BI, and Dataverse. Once the environment is established, your primary focus will shift to designing, developing, and delivering business solutions that leverage Power Platform. You will work closely with stakeholders to gather requirements and translate them into custom applications, automated workflows, and data-driven insights that deliver organizational efficiency and innovation. The ideal candidate will bring: Strong technical expertise in Power Platform development and administration. Experience with governance, lifecycle management, and security best practices. A collaborative mindset to partner with cross-functional teams and promote platform adoption. You will shape OJD’s Power Platform strategy and lead the creation of impactful solutions that support the administration of justice across Oregon. Assigned tasks may be changed to accommodate workload and organizational needs.

Requirements

  • The qualified candidate must have a bachelor’s degree in computer science, information technology, or a related field.
  • Four (4) years of technical experience in the duties and infrastructure support required for the position.
  • Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.
  • Possession of a current driver’s license in good standing, an acceptable driving record, and the ability to obtain or maintain a driver’s license in Oregon to operate an Oregon Department of Administrative Services-owned motor pool vehicle for when work travel is required.
  • At least three years’ experience designing, developing, implementing, and monitoring solutions using Micosoft Power Apps, Power Automate, and Power BI.
  • Experience with REST APIs, JSON, XML, and integrating external services.
  • Strong knowledge of Microsoft Dataverse, SharePoint Online, SQL Server, and other common data sources.
  • Experience integrating Power Platform solutions with Microsoft 365 services (e.g., SharePoint, Teams, and OneDrive) and third-party applications.
  • Skill in conducting peer reviews and providing constructive feedback to ensure adherence to team-defined standards and best practices.
  • Skill in testing, troubleshooting, and optimizing solutions for performance, security, and best practices.
  • Knowledge of UI/UX best practices to create user-friendly, intuitive solutions.
  • Proficient in unit testing with Power Apps Test Studio and CI/CD pipelines via Azure DevOps.
  • Experience setting up and configuring an enterprise Power Platform tenant, including environment strategy, DLP policies, and security roles.
  • Skill in establishing governance frameworks, naming conventions, and lifecycle management policies.
  • Skill in monitoring environments, connectors, and capacity usage, and collaborating with IT security and compliance teams to ensure adherence to organizational and regulatory requirements.
  • Experience developing and maintaining documentation, including architecture diagrams, Standard Operating Procedures, and user guides.
  • Skill in communicating complex information clearly and logically, both orally and in writing.
  • Experience communicating technical issues to users with various levels of IT knowledge.
  • Knowledge of how to train and provide support to end users effectively.
  • Experience creating and maintaining detailed documentation for developed solutions, including design specifications, user guides, and technical documentation.
