About The Position

This is technical work of an advanced, consultative nature in advising the State’s Chief Information Officer (CIO) and Information Services Policy Review Board (ISPB) on matters related to information systems and automation technology within a specific area of expertise. Responsibilities include researching and analyzing complex and/or controversial issues concerning information systems and automation technology with statewide implications and assisting in developing long range strategic plans, policies, and position recommendations concerning technology, standards, and/or protocols vital to the effective use of technology. Work is performed under administrative direction.

Requirements

  • Expert knowledge of current information services/automation technology systems and capabilities.
  • Knowledge of current State Government technology systems, capabilities, and needs.
  • Knowledge of State Government agencies, their missions, and the nature of services they provide.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to conduct in-depth research and analysis.
  • Ability to analyze, interpret, and present technical information and concepts.
  • Ability to formulate and implement effective plans and solutions.
  • Ability to evaluate the applicability of current automation technology and trends to State Government’s systems and needs.
  • Ability to establish and maintain effective working relationships.
  • A minimum of 10 years of a combination of related post-secondary education, technical certifications, or technology related work experience.
  • Related training, internship experience etc. may be credited as related experience on a month-per-month basis.

Responsibilities

  • Researches and prepares recommendations and policy position papers addressing complex and/or controversial issues affecting the infrastructure and delivery of information services on a statewide basis in order to provide advice and guidance to CIO and ISPB.
  • Advises, negotiates, and facilitates communication between technical personnel, vendors, managers, and user/customer groups in order to ensure the efficient design, development, and implementation of information systems.
  • Maintains a thorough knowledge of state-of-the-art information services/technology trends and concepts in specific area of expertise through study, research, and participation in local/regional/national technical working groups in order to provide timely information to senior management.
  • Provides advanced, technical consulting services to internal/external information services managers, project and support personnel, line agency program managers/specialists, and line agency senior management in order to promote the development of comprehensive, integrated information systems.
  • Analyzes the business requirements of client agencies and forecasts nature and level of future service requirements in order to recommend information services and automation technology concepts capable of fulfilling projected needs.
  • Researches emerging technology and related concepts and assesses applicability to and/or impact on the State’s information services infrastructure, standards, policies, and plans in order to advise CIO, ISPB, and concerned parties.
  • Prepares informational/educational materials and presents technical information in a variety of formal/informal forums in order to share information concerning recent developments and capabilities of automation technology.
  • Provides project management and leadership for controversial and/or groundbreaking projects in order to ensure a timely, cost effective, and positive outcome.
