The Analyst assigned to the City's Information Technology Department will perform various duties to understand the needs of the City's departments and translate those needs into technical requirements for business solutions aimed at improving efficiency, reducing costs, and enhancing public services. The role involves bridging the gap between business needs and technical solutions, performing requirements-gathering and analysis, process modeling, stakeholder communication, solution evaluation, system testing, documentation, change management, compliance evaluations, and managing complex department-specific programs and projects. The Analyst will also conduct analytical studies, manage contracts, communicate effectively with various stakeholders, and stay updated on trends in the field.

  • Understand the needs of the City's departments and translate those needs into technical requirements.
  • Analyze problems, gather requirements, and recommend improvements.
  • Conduct interviews, workshops, and surveys to elicit, analyze, and document business requirements.
  • Perform process modeling and improvement by mapping current business processes.
  • Act as a liaison between business units, stakeholders, and the IT Department.
  • Assess potential solutions and conduct cost-benefit analyses.
  • Develop and execute test plans for system testing and quality assurance.
  • Create detailed documentation and generate reports on status and performance metrics.
  • Support the implementation of new systems and manage change requests.
  • Ensure solutions comply with organizational policies and government regulations.
  • Plan, design, develop, and administer complex department-specific programs and projects.
  • Conduct analytical studies regarding departmental activities and make recommendations.
  • Participate in the development of public bids and RFP agreements.
  • Manage specialized department databases and identify system needs.
  • Communicate effectively with colleagues, managers, and the public.
  • Attend meetings and workshops to stay abreast of new trends.
  • Plan and conduct special projects as assigned.
  • Equivalent to graduation from an accredited four-year college or university with major coursework in Information Technology, Computer Science, Business Administration, Management Information Systems, or a related field.
  • Five (5) years of experience as a business analyst, preferably with a focus on Information Technology within a government or similarly regulated environment.
  • Possess and maintain a valid California Class C Driver's License.
  • Highly desirable certifications include CBAP, PMI-PBA, CSM, or CSPO.
