The Illinois Office of the Comptroller is seeking applicants for the position of Information Technology Analyst - Project Analyst. The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all. Major FunctionUnder general supervision, the Project Analyst supports Illinois Office of Comptroller (IOC) project initiatives by working with the project management team and the various stakeholders they serve, both internal and external to the organization. Primary responsibilities will include analysis and requirements gathering; project coordination and support; documentation and administrative support; quality assurance reviews; and communication while ensuring compliance with IOC policies and procedures.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of a four (4) year degree in a related field or an equivalent combination of education and experience directly related to this position; or satisfactory completion of an agency sponsored training program
  • Requires a minimum of one (1) year directly related, progressive administrative or technical experience; experience in technical writing or project management is of added benefit.

  • Requires basic knowledge of the principles of project management, and/or public and business administration, principles and practices.
  • Requires thorough knowledge of office programs and service objectives, activities and operational systems.

  • Requires proficiency in basic computer programs and software, such as Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Outlook, SharePoint) and project management software (e.g. MS Project, Asana, Wrike, Jira)

  • Requires strong organizational and time-management skills
  • Requires ability to work effectively both independently and as part of a team.

Responsibilities

  • Analysis & Requirements Gathering:
  • Conduct business analysis to identify opportunities for improving, but not limited to financial and reporting processes, through technology.
  • Meet with teams to assess project scope, user needs, and business requirements.
  • Project Coordination & Support:
  • Provide project management support with general supervision for low and medium-complexity projects or system requests.
  • Track projects, review and evaluate project progress, maintain project scope, and update action items to ensure goals are met.
  • Balance multiple priorities within multiple concurrent projects or system requests
  • Documentation & Administrative Support:
  • Document changes, overall processes and procedures.
  • Draft materials for new or revised IOC policies and procedures
  • Update or ensure updates for design documentation as needed for assigned tasks
  • Quality Assurance:
  • Coordinate testing to ensure compatibility and integration of system changes.
  • Maintain test scripts of problem fixes and enhancements to meet IOC user requirements.
  • Perform department level reviews of project and system request documentation to ensure IOC policies and procedures are being followed.
  • Communication:
  • Consistently and professionally update all stakeholders on task level progress.
  • Use clear communication to help prioritize project requirements.
  • May create and/or deliver notifications and/or implementation guides for revised processes or policies.
  • Performs other related duties as required or assigned which are reasonably within the scope of duties.
