Department of Revenue is recruiting for an Information Systems Specialist 4 (ISS4) position. We are looking for talented, detail-oriented individuals to join our Property Tax Support Assistance & Oversight Division in the Cadastral Unit. This position is headquartered in our Salem office; however, the successful candidate may be eligible for in-state hybrid work. Hybrid work consists of performing duties onsite in a standard office environment and working remotely. In order to be considered for Department of Revenue recruitments, you must reside within the state of Oregon. Current Revenue employees who live outside of Oregon may apply and will be considered. Requirements

  • Three (3) years of information systems experience in: Geographic Information System (GIS) software; OR
  • An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND one (1) year of information systems experience in: Geographic Information System (GIS) software.

Nice To Haves

  • Experience in Geographic Information System (GIS) software, including ArcGIS Pro and/or ArcMap to edit data in the geodatabase, generate maps and perform geospatial analysis.
  • Familiarity with county cartography practices.
  • Skilled in reading and interpreting property deeds and legal descriptions.
  • Detail oriented- ability to work within statutory and other written guidelines.
  • Proficient oral and written communication skills.
  • Ability to work independently, while appropriately judging when to seek advice/assistance from peers or supervisor.

Responsibilities

  • Analyze data provided by country assessors, cartographers and land surveyors to incorporate and update GIS data used to generate assessor maps, journal vouchers and tax lot cards.
  • Use ArcGIS Desktop software and advanced data editing tools to coordinate geometry (COGO), edit spatial features and their attributes, and enforce topological integrity.
  • Interpret and plot information from imagery, LIDAR, and other digital resources to base control maps.
  • Diagnose user plotting hardware problems providing agency customers solutions regarding GIS output hardware issues.
  • Monitor map revisions to assure all maps and records produced comply with the “Oregon Cadastral Map System”, “ORMAP Technical Specifications” and “Oregon Cadastral Data Exchange Standards”.
  • Analyze new GIS software and database technologies determining its value and suitability for Department of Revenue.
  • Assist in project planning which includes cost and time estimates and monitoring of those resources throughout the life of the projects.
