About The Position

The Information System Security Manager (ISSM) III will oversee the Navy’s cybersecurity program implementation and ensure compliance with Department of Defense (DoD), Department of the Navy, and NAVSEA cybersecurity requirements. This role provides leadership in developing and managing cybersecurity strategy, personnel, and policies to maintain the confidentiality, integrity, and availability of Navy information systems.

Requirements

  • Master’s degree in Computer Science, Information Technology, or other STEM discipline from an accredited institution.
  • Minimum 8 years of experience in information security management.
  • Demonstrated ability to lead an organizational cybersecurity program, including policy enforcement, personnel management, infrastructure oversight, and emergency planning.
  • Experience coordinating with multiple levels of an organization, including senior executives and technical staff.
  • Strong expertise in DoD cybersecurity frameworks, including Risk Management Framework (RMF) and system accreditation processes.
  • Ability to manage cybersecurity strategy, personnel, and resources in a complex environment.
  • Excellent communication skills with experience briefing senior Navy leadership.
  • Must hold a baseline certification as outlined in the Cybersecurity Workforce (CSWF) requirements (e.g., CISSP, CISM, CAP, or equivalent) at the time of assignment.
  • Active Secret clearance.

Responsibilities

  • Serve as the senior cybersecurity lead responsible for implementing, enforcing, and maintaining the Navy’s cybersecurity strategy.
  • Manage the day-to-day operations of the information security program, ensuring compliance with DoD and Navy directives.
  • Oversee system accreditation, certification, and Risk Management Framework (RMF) processes.
  • Supervise and guide Information System Security Officers (ISSOs) and other cybersecurity staff.
  • Coordinate with Navy leadership, program managers, and IT stakeholders to integrate cybersecurity into operations and acquisitions.
  • Establish and enforce security policies, procedures, and training programs.
  • Provide incident response oversight, ensuring proper containment, investigation, and reporting of security events.
  • Prepare and present security posture updates, risk assessments, and compliance reports to Navy leadership.
  • Manage resources and personnel assigned to cybersecurity tasks, including staffing, workload prioritization, and performance oversight.
