INFORMATION SECURITY OFFICER

The Los Angeles County Development Authority (LACDA) is seeking an Information Security Officer Consultant II to manage and oversee the information security initiatives and functions of the Information Technology Services Unit. This position is under the direction of the Chief of Operations and is responsible for planning, developing, implementing, and maintaining an enterprise-wide information security program, policies, and systems. The primary goal is to protect LACDA's electronic data and network infrastructure from both external and internal security breaches while ensuring compliance with statutory and regulatory requirements regarding information access, security, and privacy, including internal policies and standards. The Information Security Officer will develop, execute, and monitor a comprehensive information security program that safeguards against threats and complies with relevant regulations. This includes implementing a proactive risk assessment program to identify vulnerabilities and risks related to departmental information assets. The officer will also create and enforce security measures, promote a culture of security awareness through training sessions, and maintain an incident response plan. Additionally, the role involves leading incident response efforts, ensuring compliance with regulations such as GDPR and HIPAA, and managing security technologies to protect departmental information assets. The position requires interfacing with law enforcement agencies on electronic security breaches, leading the planning and implementation of security measures, and ensuring a business continuity/disaster recovery plan is in place. The Information Security Officer will also provide guidance and support to staff, interface with executive management, and perform other duties as assigned. This role is critical in maintaining the integrity and security of the agency's information systems and data.
