About The Position

Under general direction, plans, develops and manages the campus information security programs and operations; develops and implements policies and procedures that protect electronic data, digital assets and network infrastructure from internal and external security threats; monitors security systems to identify, troubleshoot, diagnose, resolve, and report security problems and breaches; conducts audits and scans of networks to assess security risks and vulnerabilities; assists in coordinating and conducting investigations involving District technology resources and coordinating information security training; serves a key role on the District's data breach incident response team; and performs other related duties as assigned. This position is a supervisory role. The work schedule is 40 hours per week, 12 months per year. Assembly Bill (AB) 178 & AB 183 provides funding to help address local and system-level disparities in information technology (IT), education technology platforms and security infrastructure. This role is specially funded through a categorical program. Current available funding and this position are scheduled to sunset on 9/30/2028. The continuation of employment in the role beyond this date is contingent on the availability of additional funding source(s).

Requirements

  • Bachelor's degree in Cybersecurity, Computer Information Systems, Computer Science or a closely related field from an accredited college or university.
  • Five (5) years of Information and system security experience including network and systems administration and the development, implementation and maintenance of information technology security systems.

Responsibilities

  • Plans, develops and manages the campus information security programs and operations to enhance security and protect the District from internal and external security breaches.
  • Develops and implements policies and procedures that protect electronic data, digital assets and IT infrastructure from internal and external security threats.
  • Manages authentication and campus logical security systems and related physical security systems.
  • Implements network and system security initiatives for enhancements, encryption, firewall, virtual private network (VPN) and demilitarized zone (DMZ) infrastructure and authentication management.
  • Initiates, plans and manages processes for providing user system access.
  • Monitors security systems to identify, troubleshoot, diagnose, resolve, and report security problems and breaches.
  • Assesses unusual or suspicious activity, server, network, application, intrusion detection and firewall logs to identify and respond to security vulnerabilities, threats and incidents.
  • Conducts audits and scans of networks and systems to assess security risks and vulnerabilities.
  • Conducts penetration testing that simulates system attacks and exposes critical vulnerabilities.
  • Establishes and maintains a proactive district action plan for detecting, reporting and mitigating security breaches.
  • Recommends and implements a disaster recovery plan for operating systems, network servers, databases and applications.
  • Assists in coordinating and conducting investigations involving District technology resources.
  • Documents and investigates security breaches, initiates response activities to minimize the impact and determine how the breach occurred.
  • Promotes security awareness in the campus community by providing ongoing information security awareness training on security protocols, policies and procedures.
  • Advises and assists users in proper security procedures.
  • Serves a key role on the District's data breach incident response team.
  • Maintains technology currency and researches emerging security products, services and standards.
  • Proposes innovative security system enhancements and solutions that meet and anticipate the district's future needs.
  • Stays abreast of legislative requirements surrounding systems security and data protection to ensure compliance.
  • Manages district security camera, access control and authentication systems.
  • Assists with gathering video, voice and access information for College Police and Senior Staff as requested.
  • Proactively engages and participates with the California Community Colleges Information Security Center initiatives and activities aimed at maintaining the integrity of information systems.
  • Develops, implements, establishes, and maintains policies, processes, and procedures for applicable departments.
  • Monitors and evaluates operational, department, and service quality.
  • May recommend, develop, and implement quality improvement assessment tools and/or methods with administration and/or regulatory agencies.
  • Develops and implements short- and long-term strategies and plans, including the program review process.
  • Recommends, monitors, and/or administers budgets for assigned areas.
  • Oversees and administers budget allocations and procurements for all assigned funds as appropriate.
  • Analyzes and reviews budgetary and financial data.
  • Handles and resolves conflicts and issues and reports complaints as appropriate.
  • Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment.
  • Coordinates and oversees the implementation and modification of technology.
  • Supervises department employees; assigns and monitors employee's work and evaluates employee performance.
  • Trains employees; participates in employee selection.
  • Directs and/or conducts surveys and special studies; maintains statistics.
  • Monitors and reviews programs and/or operations for legal compliance.
  • Analyzes and interprets data; prepares, reviews, and/or approves documents and reports.
  • May participate and/or chair campus committees and task forces.
  • Performs other related duties as assigned.

Benefits

  • Starting salary: Step 1 $8,587.00 to Step 6 $10,957.00 monthly, depending upon education and experience.
  • Salary range: Step 1 $8,587.00 to Step 11 $14,380.00 monthly (including longevity steps).
