About The Position

SAIC is actively seeking an experienced Information Operations (IO) Planner to support our customer at Ft. Meade, MD. Candidate will be responsible for the following: Duties: Provide mission analysis, operations order artifact generation (IO portion), target audience analysis, and concept of operations planning and assessment at the general/flag officer service component and JTF level. Act as a subject matter expert in information operations, creatively developing operations in the information environment plans that incorporate information capabilities, interagency, whole-of-government, and Allies and Partners. Apply skills and experience across the entire planning and execution process to identify influence opportunities and authorities; conduct target audience and conduit analysis; develop concept of operations and synchronize information capabilities; identify measures of performance and measures of effectiveness; and coordinate with intelligence professionals to provide supporting intelligence. Review, analyze, and operationalize tactical and operational-level IO-related directives in support of client’s mission and objectives. Provide subject matter expert support to working groups, planning teams, higher/adjacent/supporting staff sections, and tactical cyber mission forces.

Requirements

  • Active TS/SCI w/ Poly. Polygraph MUST have been completed within the last 5 years.
  • Minimum of 6 years of experience with IO planning in support of operations at Combatant Commands, Service Components, or Joint Task Forces. Must demonstrate experience developing IO plans, programs, concepts of operations, series; demonstrate experience to identify gaps/shortfalls in authorities or capabilities; and demonstrate ability to identify intelligence needs for planning and assessments.
  • Formally trained in military IO career field (FA30 or 17XX) or successful completion of one of more formal IO planning courses.
  • Working knowledge in joint operational planning process and service (Army, Marine Corps, Navy or Air Force) decision-making processes, and military campaign plan planning, targeting processes, and risk analysis.
  • Knowledge of military command relationships and command and control (C2) procedures.
  • Excellent oral, visual, & written communications and briefing techniques expected at the GO/FO level; effectively advise military/civilian staff officers and senior leaders; and gain acceptance of concepts, requirements and shortfalls, policies, and regulations.

  • Experience with integrating, coordinating, and synchronizing adjacent and supporting operations in the information environment, as well as be familiar with, or have applicable operational/field time experience in: Cyberspace operations Psychological Operations (PSYOP) Military Deception (MILDEC) ACCMs IJSTO
  • Coordinating intelligence requirements for planning and assessments.
  • Ability to work effectively within working groups or operations planning teams.
  • Planning, integrating, and coordinating with interagency and intelligence community entities.
  • Developing and utilizing information products or current and emerging technologies to inform planning and product development, execution, or assessments.
  • Knowledge of service departments/components/JTF functions and their relationships to the CCMD to coordinate all operations in the information environment through appropriate stakeholders and approval/coordination channels, with experience in joint and/or combined military operations, interagency coordination and DoW, Joint, and Military Department doctrine, regulations, and policies.
