About The Position

The IT Project Manager Lead is responsible for leading the Project Management Office (PMO). This position will oversee the strategic alignment of agency projects and will have oversight of the governance and operations of the PMO, to include supervisory responsibilities for the IT Project Managers and the Jira Administrator. The IT PMO Lead will ensure all projects align with business objectives and agency strategic goals and will serve as an agency expert in project management by setting an example and encouraging the use of project management best practices. This position will need to have a good understanding of Commonwealth of Virginia project management (PMD) requirements, as established by VITA. This position will also assume the role of Project Manager on several key agency initiatives. This will include applying a collection of tools and techniques to direct planning, organization, execution, monitoring and close out of technology projects, with the goal to accomplish a set of tasks within time, cost and quality constraints. This position requires that the selected candidate complete a Statement of Personal Economic Interest as a condition of employment, per the Code of Virginia § 2.2-3118.2. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Requirements

  • Experience as a Senior Project Manager.
  • Extensive demonstrated experience in Project Management for Information Technology (IT) projects, to include a variety of project management methodologies.
  • Experience in a supervisory role, with evidence of a progression in supervisory responsibilities.
  • Experience and knowledge of agile project management, which emphasis on applying agile practices in government or regulated environments.
  • Knowledge of, and preferably experience with, the Commonwealth of Virginia Project Management Guidelines and Standards and the Commonwealth Technology Portfolio (CTP) in Planview
  • Must meet the Virginia Information Technologies Agency's qualification standard for high-risk IT projects or be willing to meet the requirements within 1 year of accepting position.
  • Requires an active Project Management Professional (PMP) certification or PMI Agile Certified Practitioner (ACP) certification from the Project Management Institute or willingness to obtain within one year.
  • Experience in IT Strategic Planning, preferably at the state government level.
  • Considerable knowledge of IT Project Management methodologies and concepts, system development life cycle, and iterative application development.
  • Demonstrated ability to work independently and successfully interact with all stakeholder levels and lead in a team environment.
  • Demonstrated ability to organize and plan projects based on resource availability and funding.
  • Demonstrated ability to define and document processes and determine where processes can be improved.
  • Demonstrated ability to collect and interpret user requirements, and prepare complex documents including project plans, risk management plans, communication plans, and project charter.
  • Must complete an annual Statement of Economic Interest and Virginia State and Local Conflict of Interest Act Training (bi-annually).

Nice To Haves

  • Experience as a PMO Lead/Director desired.
  • Relevant certifications preferred (CSM, PMI-ACP, SAFe Agilist, etc.).

Responsibilities

  • Leading and managing the project management team, providing mentorship, coaching and direction in modern project management best practices.
  • Setting the tone for a collaborative, high-performing culture for project management at the agency.
  • Establishing the long-term vision and strategic direction for the PMO by defining and implementing a variety of project management methodologies and governance.
  • Facilitating alignment between the PMO, agency leadership, Office of Information Services, and other departments to meet agency objectives.
  • Working closely with the OIS Director, PIDA Program Manager, and IT Managers to review the strategic plan and set project priorities, schedules and sequencing.
  • Serving as Project Manager for one or more IT projects, and as such, will also be responsible for project planning and execution, including developing and managing the project plan, leading the project team, stakeholder communication, risk management, performance and budget tracking, and resolving issues.
  • Interacting with stakeholders of all levels, and will foster collaboration, communication and trust in the effort to drive projects to meet agency strategic goals.
  • Serving as primary agency interface and point of contact for VITA PMD.
  • Enter, manage and oversee project information entry into VITA CTP project/portfolio tracking system.
  • Serving on project steering committees, provide input on project decisions and discussions and be responsible for ensuring projects meet all Commonwealth of Virginia project management (PMD) requirements, as established by VITA.
  • Working with agency AITR (OIS Director/OIS Managers) to ensure procurement governance requests are submitted accurately and in a timely fashion within CTP.
  • Collaborating with OIS and Office of Procurement Services (OPS) to provide oversight to ensure agency IT procurements related to IT projects are processed efficiently, and in accordance with VITA standards and PMD requirements.
