We are seeking an Industrial Security Specialist – Personnel Security (Level 2 or 3) providing Personnel Security (PERSEC) support for Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) activities. This role reports to the Industrial Security Manager – Personnel Security and supports government and internal customers in a fast-paced, mission-focused environment. The ideal candidate is detail-oriented, collaborative, and experienced in DoD personnel security processes, systems, and governing policy, including experience serving as an appointed Special Access Program Security Official (SPO) and/or Contractor Special Security Officer (CSSO). This role emphasizes teamwork and cohesion, requiring the ability to work effectively with colleagues, government representatives, and mission partners to streamline personnel security processes, support mission success, and ensure personnel are trusted and ready. This is an onsite role in El Segundo, California. This position's internal job is Industrial Security Spec. Our team is hiring for level 2 or 3. Level 2: Associate’s degree with a minimum of 2 years of related experience or Bachelor’s degree with a minimum of 1 year of related experience Level 3: Bachelor’s degree with a minimum of 3 years of related experience or Master’s degree with a minimum of 2 years of related experience

Requirements

  • This position requires an active U.S. Top Secret Security Clearance with SCI Eligibility (U.S. Citizenship Required. A U.S. Security Clearance that has been active in the past 24 months.
  • Eligibility for Special Access Programs (SAP)
  • Willingness to submit to a Counterintelligence polygraph
  • Working knowledge of SEAD 3, SEAD 4, and the 13 Adjudicative Guidelines, including their application to risk assessments, clearance determinations, and access decisions
  • Working knowledge of applicable security policies and guidance (ICDs, SEADs, JAFANs, DoD Manuals, etc.)
  • Experience with assisting an appointed Special Access Program Security Official (SPO) and/or CSSO
  • Ability to build rapport and work effectively with DoD, military, civilian, and industry partners
  • Proficiency with Microsoft Word, Excel, and PowerPoint

Nice To Haves

  • Active Top-Secret clearance with SCI eligibility and adjudicated counterintelligence polygraph
  • Prior experience acting as the primary appointed SPO or CSSO for SCI or SAP programs
  • Proficiency with NBIS, DISS, SCINET, SIMS, and JADE
  • Ability to work as a team member while simultaneously functioning independently and accepting responsibility for assigned actions

Responsibilities

  • Personnel Security Operations: Provide PERSEC support for Collateral, SCI, and SAP programs
  • Review, track, and monitor security clearance processing activities in accordance with SEAD 3, SEAD 4, and the 13 Adjudicative Guidelines
  • Prepare, process, and review Program Access Requests (PARs) for accuracy and access eligibility
  • Maintain personnel security files for all cleared personnel
  • Maintain daily logs, tracking spreadsheets, and local databases for PERSEC activities
  • Apply the 13 Adjudicative Guidelines in risk assessments, clearance determinations, and SAP/SCI access decisions
  • Systems & Data Management: Perform data entry, validation, and record checks in government and local systems, including NBIS, DISS, SCINET, SIMS, and JADE
  • Conduct risk assessments of candidates submitted for access using applicable personnel security systems
  • Process Visit Authorization Requests (VARs) using DISS and/or JADE
  • Ensure accuracy and compliance of personnel access records across multiple security platforms
  • Foreign Travel & Reporting: Provide defensive foreign travel briefings to cleared personnel
  • Collect, review, and submit foreign travel, foreign contact, and foreign activity reports in accordance with SEAD 3 reporting requirements
  • Ensure timely updates to government systems and notify appropriate U.S. Government representatives of reportable activities
  • SPO / CSSO Responsibilities: Serve as, or support, an appointed Special Access Program Security Official (SPO) and/or Contractor Special Security Officer (CSSO), as required
  • Execute delegated personnel security authority for SCI and SAP programs in coordination with Government Security Representatives (GSRs) and Program Security Officers
  • Interface directly with government customers and mission partners on SCI and SAP personnel security matters
  • Ensure compliance with all applicable SCI and SAP personnel security policies, procedures, and reporting requirements
  • Promote team cohesion in executing personnel security operations and ensuring consistent application of policies
  • Take ownership of challenges and offer solutions to improve efficiency, accuracy, and mission support
  • Customer & Government Support: Coordinate indoctrination and debriefing appointments in collaboration with government customers
  • Support U.S. Government senior leaders with access approval decisions
  • Regularly provide updates to program managers on Personnel Security Operations, including clearance status, and SAP/SCI program access
  • Reinforce that our people are our greatest capability through proactive, solutions-oriented PERSEC operations
  • Compliance & Program Support: Assist with security education, awareness, and refresher training initiatives
  • Initiate and maintain records for annual self-inspections, security refresher training, indoctrinations, and staff assistance visits
  • Support secured space operations, including a working knowledge of opening and securing classified spaces
  • Complete all required technical, security, and compliance training
  • Collaborate with internal teams and external customers to ensure personnel security compliance is achieved through various self-inspections and continuous compliance inspections
