The Industrial Security Program Manager will coordinate and monitor highly sensitive aspects of DoD or other industrial security programs and other security activities while ensuring compliance with government and company security policies and procedures. You will support clearance processing, visit certifications, document control, and physical security, including alarm response for controlled areas. You must possess a thorough understanding of security databases such as DISS, NISS, NBIS eApp, and other government databases. You will also be responsible for implementing and providing guidance to customers and management on security issues such as security education, insider threat, classified document control, security investigations, classification control and personnel clearances. You will be required to apply knowledge of, and experience with, strong understanding of Physical Security requirements to include collateral Closed Areas/Open Storage Areas and Sensitive Compartmented Information Facilities (SCIFs) along with working knowledge of SF-86, SF-312, DD-254, SF700, SF702, Operations Security (OPSEC) in order to develop, implement, and maintain the OPSEC Program to protect sensitive unclassified information, activities, equipment and materials. In order to be successful you must have a thorough knowledge of the government personnel and facility clearance processes, NBIS eApp Instruction and all government security systems, such as DISS/NISS. You also must have a thorough knowledge of Change Condition Packages, including how and when they are prepared and submitted. Your ability to manage complex situations, along with a demonstrated ability to prioritize multiple tasks while still meeting deadlines will be essential to this position.

Requirements

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience with at least 2 years as an FSO or CSSO supporting Department of Defense or Intelligence Community Programs, or an Advanced Degree in a related field and minimum 5 years experience.
  • Experience with 32 CFR Part 117, NISPOM requirements.
  • Completion of FSO for non-possessing or possessing facilities STEPP education program required.
  • Completion of ITPSO training is preferred.
  • Experience with DCSA audits preferred.
  • Experience with facility clearance sponsorship preferred.

Nice To Haves

  • Experience with SWIFT preferred.
  • Experience as an ITPSO preferred.

Responsibilities

  • Process and maintain personnel clearances, the facility clearance, and the insider threat program.
  • Maintain personnel training and certifications as required for clearance maintenance and contract compliance.
  • Train and orient employees in security policies and procedures to ensure compliance with government and customer regulations.
  • Provide security briefing and debriefing to employees, subcontractors and consultants, and regularly re-brief employees on foreign travel, hostile intelligence, insider threats and the like.
  • Maintain personnel and facility security records, including foreign travel.
  • Manage the Insider Threat Program (ITP) Plan, including leading ITP Working Groups Meetings.
  • Analyze security issues/problems and provide focused solutions with the ability to effectively communicate information to various audiences.
  • Ensure compliance with the NISPOM Rule and all security protocols required by customers or contracts.
  • Keep abreast of ever-changing industrial security regulations and develop and implement compliance strategies.
  • Maintain successful working relationships with internal stakeholders, government agencies, and client security offices.
  • Be Responsible for successful preparation for and completion of annual security inspections to ensure government compliance.
  • Collaborate with leadership and operational departments, including the Contracts Department and Human Resources to ensure compliance with all prime, subcontractor and consultant security requirements, including the completion and tracking of all DD254s, classified nondisclosure agreements, and clearance justifications.
  • Perform all aspects of the FSO and ITPSO roles, and other duties as assigned.
