About The Position

This position will be responsible for reviewing, evaluating, and monitoring technical specification, development, and activities in a state-wide, communications system modernization effort.

Requirements

  • Excellent communication, organization, scheduling, and analytical skills required.
  • Experience with leading and training medium-sized teams (+10 people).
  • Experience with modeling and simulation tool sets and software.
  • Experience in project management and familiarity with Agile methodology.
  • Familiarity with DevSecOps processes.
  • Experience in producing Systems Engineering Analysis reports that detail requirements analysis, analysis of alternative, system architecture and definition, and system integration and test.
  • Experience in cost accounting and integrate master schedule development.
  • Experience in risk analysis, risk management programs, and Risk Analysis Reports.
  • Experience in providing engineering design analysis to identify problems that may affect a component or systems performance in the field.
  • Familiarity with DOD Acquisition Life Cycle & Defense Acquisition Guide Systems Engineering processes.
  • Experience with Microsoft Project, Cameo Systems Modeler, Cameo Simulation Tool Kit, and/or other SysML Modeling Toolsets.
  • Minimum of three (5) years of hands-on experience in communications system development, engineering testing & evaluation, quality assurance, or related field.
  • Bachelor’s Degree in Engineering in a related technical field (e.g. Electrical, Computer).
  • Experience and knowledge of telecommunications industry standards and best practices, (i.e., IEEE, NIST, APCO P25 Phases 1 and 2, MILSTD/MILSPEC, trunked radio networks).
  • Experience and knowledge of NIST 800 cybersecurity protocols and standards.
  • Issue identification and mitigation experience.
  • Strong client presentation skills, ability to answer questions and respond to dynamic client responses.
  • Experience scheduling and leading technical design and evaluation meetings and coordinating engineering and technical staff resources.
  • Ability to manage competing priorities and work effectively under tight deadlines.
  • Excellent organizational, time management, and problem-solving skills.

Nice To Haves

  • Experience implementing ISO/IEC/IEEE 90003:2018 standards and processes.
  • Hands-on experience with 7/800 MHtz P25 Phase 1 and Phase 2 trunked radio networks.
  • Experience delivering Independent Verification & Validation projects.
  • Experience providing consulting services to a government client or agency.
  • Understanding of the Project Management Institute (PMI) principals and methodologies.

Responsibilities

  • Provide superior engineering technical expertise utilizing industry standards and best practices, communications systems knowledge, and deployment methodologies.
  • Exercise strong written and oral communication skills, can multi-task, and has excellent follow-through skills.
  • Provide client facing support during the implementation of new software and communications systems.
  • Assist in completing all contract deliverables, including written project status reports.
  • Develop and manage the process of verifying that system and software products operate and comply with requirements and/or design of the customer.
  • Collaborate with the project team including State Agency Project Team, Project Manager, the Design Development, Implementation Contractor, and the Project Support Services Contractor.
  • Review all vendor deliverables (e.g. functional and technical design specifications) for the assigned functional scope area for accuracy, completeness, and correctness; confirming decisions from project and technical design and development meetings and previous deliverables are included and correct.
  • Identify, analyze, and document system development process breakdowns and develop recommendations for functional, technical, and/or process improvement.
  • Review quality control processes and identifying areas needing improvement.
  • Monitor project activity related to any functional and/or technical processes assigned (e.g. requirements gathering, testing, project management, vendor oversight), providing real-time observations as appropriate, and documenting issues/risks for the project testing approach based on industry standards and best practices.
  • Report to and take direction from the IV&V Project Manager (PM).
  • Participate in business development by identifying new opportunities and assisting with proposal development.
