About The Position

The Division of Rehabilitation Services (DRS) is the state’s lead division serving people with disabilities. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. This position serves as the Independent Living Administrator in the Division of Rehabilitation Services/Bureau of Home and Community Based Supports working with Centers for Independent Living statewide ensuring compliance of federal and state funds, monitoring fiscal and programmatic operations, and coordinating expansion of programs to meet the needs of individuals with disabilities. The Division is seeking to hire a dynamic and organized Administrator with strong communication and leadership skills.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in social or human services field.
  • Requires four (4) years progressively responsible administrative experience in the administration of a health or human services organization, specifically a program serving individuals with disabilities.
  • Requires the ability to travel statewide.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Nice To Haves

  • Three (3) years of professional experience working with federal requirements in a public or private entity such as the Rehabilitation Act and amendments, the Workforce Innovation and Opportunity Act, the Americans with Disabilities Act, the Grant Accountability and Transparency Act and Federal Centers for Independent Living Program.
  • Three (3) years of professional experience implementing, negotiating and/or coordinating services to expand programs to provide services to individuals with disabilities within a public or private entity.
  • Three (3) years of professional experience providing technical training, grant compliance and monitoring, and assistance to staff to ensure the accurate and timely benefits in service delivery.
  • Three (3) years of professional experience developing budgets, spending plans, managing contractual obligations and expenditures utilizing grant monitoring systems within a public or private entity.
  • Two (2) years of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that include that include internal and external entities.
  • Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and preparing and signing performance evaluations.

Responsibilities

  • Serves as the Independent Living Administrator in the Division of Rehabilitation Services/ Bureau of Home and Community Based Support.
  • Directs professional staff that provide technical assistance to CIL staff in daily operations.
  • Serves as full line supervisor.
  • Develops facilities and plans Department of Human Services (DHS) efforts to expand services and develop new CILs for unserved areas.
  • Oversees project managers on grants and contracts to community agencies and organizations throughout the state performing independent living activities.
  • Coordinates with consultants for computer linkages to CILs with existing federal and state information networks.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
