About The Position

The Income Tax Supervisor for the City of Stow is responsible for overseeing the Income Tax Division, ensuring compliance with tax regulations, and managing a team of Tax Auditors and support staff. This role involves performing complex supervisory, clerical, and administrative tasks, including reviewing tax returns, processing refunds, and maintaining accurate records. The supervisor will also engage with the public, resolve conflicts, and ensure the efficient operation of the division under the guidance of the Tax Administrator and Finance Director.

Requirements

  • Must have municipal income tax experience.
  • Must have graduated from an accredited college or university with an Associate's Degree in Business, Finance, Accounting, or a related field.
  • Must possess 3 to 5 years of experience working in an office environment with progressively greater responsibility, including experience in tax administration, finance, accounting, budgeting, or auditing operations.
  • Must have working knowledge of personal computers, Microsoft Office and other proprietary as required by the department.
  • Must have working knowledge of City ordinances and state and federal laws relating to income tax returns.
  • Must have the ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with City employees and officials and the general public.
  • Must possess and maintain a valid State of Ohio Driver's License throughout the term of employment.
  • Must be able to read, interpret and apply the City of Stow's Rules and Regulations and the City of Stow's tax ordinance.

Nice To Haves

  • Previous work experience in municipal or county government is preferred, but not required.
  • Experience with MITS is preferred but not required.
  • Experience with Filebound is preferred but not required.

Responsibilities

  • Perform routine clerical and administrative work by answering the phone, receiving the public, retrieving voicemail, responding to email, providing assistance to taxpayers, and resolving routine conflicts.
  • Supervise and assist Tax Auditors and other support staff.
  • Review and process Stow Income Tax Returns and payments.
  • Maintain electronic filing system in accordance with the department's record retention schedule.
  • Prepare and monitor delinquency documents, letters of collection, requests for additional information, and monthly balance due statements.
  • Review and process requests for refunds.
  • Manage payment plans.
  • Reconcile W-2 and SW-3 forms.
  • Take and transcribe meeting minutes of Income Tax Board of Review.
  • Work with vendors to design and maintain year-end returns, instruction forms, and other stationary.
  • Monitor property lists to determine new accounts and maintain existing accounts.
  • Conduct periodic performance evaluations for subordinates.
  • Comply with all City of Stow citywide and departmental policies, work rules and procedures.
  • Perform additional routine clerical and administrative work related to the position as required.
