Requirements

  • Requires Bachelor's degree or higher level of education with 21 progressive credit hours earned from courses in accounting, tax auditing, tax law or fiscal management.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting, auditing or law; particularly as they relate to state and local taxation.
  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.

Nice To Haves

  • Six (6) years of experience conducting extensive research and applying income tax laws, regulations and legal precedents on a variety of highly complex issues.
  • Six (6) years of experience working with and applying auditing principles, practices, methods and techniques.
  • Six (6) years of experience working with various types of financial records (i.e., financial statements, general ledgers, 10K reports, accounting system reports, etc.).
  • Four (4) years of experience independently conducting meetings or conferences.
  • Four (4) years of experience writing detailed reports using analysis from multiple sources.
  • Six (6) years of experience using Microsoft Office including Word, Excel and Outlook and other common software.
  • Six (6) years of experience negotiating proposed dispositions acceptable between two contesting parties.
  • Six (6) years of experience working with individual and corporate entities and those representing them, including accountants, CPAs, lawyers or internal Agency staff.

Responsibilities

  • Under administrative direction, receives and conducts assignments of a highly complex and technical tax nature involving proposed state income tax liabilities, penalties and claims for refund.
  • Analyzes case files, tax returns, audit reports and other documents such as financial statements, contracts, valuation reports, appraisals, affidavits, trust agreements, partnership agreements, etc.
  • Prepares for conferences dealing with highly complex accounting issues, with taxpayers and/or their representatives.
  • Prepares proposed dispositions for the ICB Administrator indicating acceptance or rejection of taxpayer proposals based of information adduced at conferences and the information reviewed regarding the audit issues.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
