About The Position

THOR Solutions is actively seeking a highly motivated Integrated Master Schedule (IMS), Earned Value Management (EVM), and EVM System (EVMS) Surveillance Specialist to support the United States Coast Guard (USCG) Offshore Patrol Cutter (OPC) Resident Inspection Office (RIO) in Mobile, AL. This position is associated with an upcoming contract that THOR is pursuing. We are conducting preliminary, “contingent” hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Requirements

  • Bachelor’s Degree in an engineering field or related technical/business field.
  • In lieu of a Bachelor's degree, one of the following may be considered:
  • An additional five (5) years of relevant experience.
  • Earned Value Management Professional (EVMP) or Earned Value Management Director/Earned Value Management Officer (EVMD/EVMO) certification.
  • Five (5) years of progressive experience in supporting project management and shipbuilding processes. Experience should include:
  • Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques (e.g., random sampling, learning curves, and computerized cost models) necessary to (1) analyze historical cost and schedule, (2) analyze reports of auditors, technical specialists, and contractor personnel to assess actual EVMS compliance and verify and interpret contractor developed cost and schedule performance data, and (3) project cost and schedule performance trends, isolate disruptive factors, and estimate final contract cost.
  • Familiarity with DCMA standards and ANSI-EIA 748 guidelines as applicable to Integrated Master Schedules and related Earned Value Management System practices.
  • Comprehensive knowledge of auditing organizations (such as DCMA and DCAA), programs, and functions and knowledge of the overall acquisition process in order to adapt general guidance and policy and develop specific guidance peculiar to the RIO mission concerning the conduct of the EVMS surveillance program.
  • Knowledge of the technical capabilities, functions and responsibilities of other contract administration service organizations sufficient to identify the need for special reports or assistance in evaluating contractor cost and performance data, establishing trends, and estimated final contract cost.
  • Proficient with Microsoft Project and Primavera scheduling software.
  • Excellent communications skills.
  • Proficient with Microsoft PowerBI, the Microsoft Office suite including Word, Excel, PowerPoint, SharePoint, and Outlook, as well as other software/tools provided on the Coast Guard Standard Workstation.
  • Strong communication and interpersonal skills.
  • Eligibility for a SECRET Security Clearance is Required: This position requires eligibility for a Secret security clearance, to be obtained after hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.

Responsibilities

  • Plan, organize, and conduct system surveillance to ensure shipbuilder compliance with EVMS guidelines, developing review processes and timelines for EVM deliverables while consolidating findings into clear, actionable assessments.
  • Maintain the surveillance of the Shipbuilder’s IMS for the program and conduct detailed analysis of the Shipbuilder’s IMS and any “mini-network” or other Shipbuilder produced schedules for all OPCs under the USCG contract.
  • Perform Quality Assurance (QA) for and monitor the OPC event-based IMS.
  • Support validation of Shipbuilder EVM reports by reconciling cost, schedule, and performance data, and applying analytical methodologies to assess overall system health and identify underlying issues.
  • Assist in determining Performance Measurement Baseline (PMB) compliance and Estimate at Completion (EAC) analysis. Review the external cost and schedule reports to ensure that they contain information derived from accepted/validated systems.
  • Evaluate data submittals, engineering change proposals, and Requests for Waiver/Deviation for production impact.
  • Conduct production surveillance in Shipbuilder’s facilities and onboard the under-construction OPC cutter to assess and compare the status of actual production and the Shipbuilder submitted IMS.
  • Prepare narrative reports, trackers, lists and spreadsheets as appropriate to document findings in accordance with standard EVM Center policy and processes.
  • Analyze program expenditures by comparing planned versus actual costs across WBS levels, funding documents, cost accounts, work packages, and labor/non-labor categories, and report detailed findings to leadership and the COR.
  • Attend meetings in relation to assigned tasks and as designated by the COR. Prepare and provide presentations with EVM status.
