Job Summary: Reports to: Sr. Corporate Governance & Compliance – Risk Management Department. The Import Export Trade Compliance Professional is responsible for executing policies and procedures to ensure import and export transactions are executed in accordance with regulatory requirements. Oversee the day-to-day operational management of customs brokers in adherence to customs regulations during execution of international shipments and importation of raw material and finished goods. Assists in providing direct oversight of global teams on customs related matters. The position will engage in leading projects, developing solutions, creating SOP’s and other initiatives to support Lightera’s Trade Compliance activities. This position relies on sound judgment to ensure achievement of corporate business objectives and operational goals. Responsible for interacting with all business segments to ensure compliance with import/export regulations.

Requirements

  • Bachelor’s degree and at least 3 years of experience in the field or the equivalent combination of education and experience. CUSECO® is a plus.
  • Experience with, or knowledge of, US Customs regulations,
  • Working knowledge of Bureau of Industry Standards (BIS) and Department of Commerce Regulations
  • Expertise in HTS code classification
  • Possess excellent attention to detail and organizational skills
  • Ability to solve problems in a dynamic environment
  • Must be a team player and self-starter, high bias toward action
  • Ability to multi-task, prioritize work and handle ambiguity and complexity.
  • Strong project management skills and ability to contribute to broad business strategies, and lead projects successfully through to fruition

Nice To Haves

  • Customs House Brokerage License a plus
  • Excellent verbal and written communication skills.
  • Significant computer experience including MS Office products and ERP systems, preferably SAP.
  • Familiarity with ERP systems, preferably SAP, desired

Responsibilities

  • Executing projects related to activities involving export/import regulatory compliance, including, but not limited to, Foreign Trade Zones, ECCN product classifications, harmonized tariff classifications, country of origin determination, product valuation reporting, export license applications, Automated Export System reporting, obtaining, and reviewing end-use statements for exports, and sanctioned party list screening.
  • Assists with responses to and data inquiries from internal/external customers, foreign subsidiaries, distributors, vendors, brokers, and carriers to ensure compliance with all applicable import/export regulations.
  • Provides support to the continual improvement process related to the Compliance Program and document revisions of internal controls and procedures.
  • Strong collaboration with other departments, such as, but not limited to, planning, procurement, product marketing, logistics, order entry, and engineering functions is required.
  • Classification of goods, including understanding of General Rules of Interpretation, free Trade Agreements, duty calculations, and proper use of the US Customs Harmonized Classification System
  • Manage the day-to-day operations in regard to US Customs and US Export Compliance, working closely with the Sr. Corporate Governance& Compliance manager in running Lightera import compliance program.
  • Assist in customs clearance delays by troubleshooting incoming shipments.
  • Manage Customs Brokers and their effectiveness in adhering to the 19 CFR as well as the agreed-upon Standard Operating Procedures, and continual review of these processes and procedures.
  • Assist Sr. Corporate Governance& Compliance manager to implement and manage compliance, define strategies, processes, identify needs and solutions with regards to US Imports and Exports.
  • Assists in Trade Compliance oversight including defining and implementing business risk and monitoring plans.
  • Executing projects related to activities involving export/import regulatory compliance including, but not limited to, Foreign Trade Zones, ECCN product classifications, harmonized tariff classifications, country of origin determination, product valuation reporting, export license applications, Automated Export System reporting, obtaining and reviewing end use statements for exports, and sanctioned party list screening.
  • Assists in interpreting internal and external business challenges and recommends best practices to improve products, processes, or services.
  • Uses high level of judgment to make decisions and handle complex tasks or problems in areas of operational, product management, manufacturing, technology, or engineering.
  • May lead functional teams or projects with minimal resource requirements, risk, and/or complexity.
  • Communicates difficult concepts and may influence others' options on particular topics. May guide others to consider a different point of view. Along with the Sr. Corporate Governance& Compliance manager, develops and presents relevant Trade Compliance training webinars for internal Lightera personnel in offices both domestic and international.
